In the last years many voices are heard which assert that plasma maydeliver more energy than the energy which is needed for its excitation(heating). In the present paper I give information on the plasma heater <strong>of</strong> theBulgarian inventor Dr. Cyril Chukanov who asserts that his plasma heater is anover-unity converter. I did measurements together with Chukanov. <strong>The</strong> observationaldata were uncertain and thus they were not convincing that his generatoris, indeed, an over-unity converter. In the following paper <strong>of</strong> Farsky andJanca on very similar energetic measurements with plasma heaters, where the observationaldata seem to be pretty certain, no energy excess has been observed.Nevertheless I consider the plasma generators as an eventual source <strong>of</strong> freeenergy deserving attention. After the paper <strong>of</strong> Farsky and Janca I give a report<strong>of</strong> A. Samokhin on the plasma generator <strong>of</strong> the Russian inventor. Pr<strong>of</strong>. A.Chernetski , who also asserts <strong>of</strong> having observed an excess <strong>of</strong> energy.^1. Perpetua mobilia and energy converters mAccording to the energy conservation law, the total energy <strong>of</strong> an isolated materialsystem remains constant. As in the last time violations <strong>of</strong> the energy conservation lawhave been observed, if the total energy <strong>of</strong> an isolated material system increases when ^certain processes occur in the system, the excess <strong>of</strong> energy over the initial value iscalled "winned energy" (or "FREE ENERGY). If the total energy decreases, the deficiencyJ<strong>of</strong> energy is called "lost energy". 1At the present time we cannot say with surety whether free energy is producedfrom nothing, or it exists in the system, but we are not able to establish experimentallyits existence. Until the time when we will remain unable to establish experimentallythe previous existence <strong>of</strong> the winned in the system energy, we shall ACCEPT that thewinned energy is produced from NOTHING. In this case we have to accept the invalidity<strong>of</strong> the energy conservation law.If in the future methods will be found which would show that free energy existsin "latent condition" previously in the system, i.e., if we have observed only someenergy transformation, we have to accept that the energy conservation law remains valid,So at the beginning <strong>of</strong> the century one has supposed that the energy liberated at theradioactive decay is produced from nothing, but later it was established that the radioactivityis only a process <strong>of</strong> energy transformation, as the liberated energy is thepreviously existing potential energy <strong>of</strong> atomic bonds.<strong>The</strong> possibility for producing free energy is demonstrated experimentally by diversemachines. <strong>The</strong> most categoric demonstration for generation <strong>of</strong> free energy <strong>of</strong>fers theSwiss machine TESTATIKA (see TWT-V) which, if once set in rotational motion by an initialmechanic impulse, continues to rotate eternally and produces free energy in theform <strong>of</strong> direct current electric energy. <strong>The</strong> free power, which the machine TESTATIKAj
