Emergency barriers are measures of “last resort,” and should beused only when a credible flood warning with adequate lead-timeis available and dependable. <strong>The</strong>se measures have varying degreesof success, depending on the available manpower, skillrequired, long-term maintenance of materials and equipment,suitability for site-specific flood conditions, and having enoughadvanced warning. Complete evacuation of protected buildingsis required, as these measures should not be consideredadequate protection for occupants. Furthermore, emergencybarriers are not acceptable in lieu of designed flood resistantprotection for new buildings.Sandbag walls: Unless emergency placement is planned wellin advance or under the direction of trained personnel, mostsandbag barriers are not constructed in accordance with properpractices, leading to leakage and failures. Because of the intensivework effort and length of time required for protection fromeven relatively shallow water, sandbag walls are not a reliableprotection measure. To be effective, sandbags and sand shouldbe stockpiled and checked regularly to ensure that sandbagshave not deteriorated. Sandbags have some other drawbacks,including high disposal costs and their tendency to absorb pollutantsfrom contaminated floodwaters, which necessitatesdisposal as hazardous waste.Water-filled barriers: A number of vendors make water-filled barriersthat can be assembled with relative ease, depending on thesource of water for filling. <strong>The</strong> barriers must be specifically sizedfor the site. Training and annual drills are important so thatpersonnel know how to place and deploy the barriers. Properstorage, including cleaning after deployment, is necessary toprotect the materials over long periods of time.Panels for doors: For shallow and short-duration flooding, panelsof sturdy material can be made to fit doorways to minimize theentry of floodwaters. Effectiveness is increased significantly if aflexible gasket or sealant is provided, and the mounting hardwareis designed to apply even pressure. Personnel must knowwhere the materials are stored and be trained in their deployment.A number of vendors make special doors for permanentinstallation and drop-in panels or barriers that are designed tobe watertight (see Figure 2-36).MAKING CRITICAL FACILITIES SAFE FROM Flooding2-89
