FEMA Mitigation ProgramscFederal funding for mitigation is availableon a regular basis for pre-disaster mitigationactivities and as federal assistancefollowing a presidential disaster declaration.Table 1 provides a side-by-side comparison ofavailable funding programs administered byFEMA. Although each program is constrainedin a number of ways, as explained below, thefollowing sources of federal funding may beavailable for mitigation projects for criticalfacilities:Many other federal and state fundingsources may be available to supportplanning and construction (or upgrades) ofsome critical facilities, but this manual doesnot identify or list such sources. Owners,planners, and community leaders areencouraged to contact appropriate stateagencies to learn more.m Section 406 Public Assistance (PA) is a post-disaster programestablished under Section 406 of the Stafford Act—it isjointly administered by FEMA and individual states. As partof the reimbursements made to restore damaged publicfacilities and certain private non-profit (PNP) facilities, publicassistance funds may be made available for cost-effectivemitigation measures undertaken as part of the recovery. <strong>The</strong>amount of Section 406 Mitigation funds made available inany given disaster is not computed by a formula, but is basedon a project-by-project evaluation of the feasibility and costeffectivenessof mitigation measures.m Section 404 Hazard Mitigation Grant Program (HMGP) is a postdisasterprogram established under Section 404 of the StaffordAct. It offers funding to states, communities, and other eligibleFEMA Mitigation ProgramsC-1
