Ifcritical contents cannot be permanently locatedon higher floors, a flood response plan shouldtake into account the time and attention neededto move such contents safely.<strong>Building</strong> EnvelopeAre there existingfloodproofing measures inplace below the expectedflood elevation? What is thenature of these measures andwhat condition are they in?Is there an annual inspectionand maintenance plan?Is there an “action plan”to implement floodproofingmeasures when flooding ispredicted? Do the buildingoperators/occupants knowwhat to do when a floodwarning is issued?For existing buildings, whattypes of openings penetratethe building envelope belowthe 500-year flood elevationor the DFE (doors, windows,cracks, vent openings,plumbing fixtures, floordrains, etc.)?Are flood-resistant materialsused for structural andnonstructural componentsand finishes below the 500-year elevation or the DFE?Floodproofing measures are only as goodas the design and their condition, especiallyif many years have passed since initialinstallation. Floodproofing measures that requirehuman intervention are entirely dependent onthe adequacy of advance warning, and theavailability and ability of personnel to properlyinstall the measures.For dry floodproofing to be effective, everyopening must be identified and measures takento permanently seal or to prepare specialbarriers to resist infiltration. Sewage backflowcan enter through unprotected plumbingfixtures.Flood-resistant materials are capable ofwithstanding direct and prolonged contact withfloodwaters without sustaining damage thatrequires more than cosmetic repair. Contactis considered to be prolonged if it is 72 hoursor longer in freshwater flooding areas, or 12hours or longer in areas subject to coastalflooding.2-96 MAKING CRITICAL FACILITIES SAFE FROM Flooding
