Critical facilities have been retrofitted with shutters forwindows and doors, and anchoring of architectural featuresand rooftop equipment.m Floodproof Retrofits. Depending upon the nature of theflood risk, elevating an existing flood-prone structure orincorporating dry floodproofing techniques may be the mostpractical approach to meet NFIP requirements and thoseadministered by states and local governments.m Code Upgrades. Certain measures intended to provide a levelof protection that exceeds the minimum requirements of theapplicable building code may be eligible. This approach tomitigation is especially applicable for critical facilities thatserve vital post-disaster functions.m Relocation. In some cases, it may be viable to physically move astructure to a new location outside of high-risk flood hazardareas. Relocated buildings must be placed on a site locatedoutside of the 100-year floodplain and any regulatory erosionzones, in conformance with all applicable state or local landuse regulations.m Acquisition and Demolition. <strong>The</strong> community purchases the flooddamagedproperty and demolishes the structure. <strong>The</strong> acquiredproperty must be maintained as open space in perpetuity.Pre-Disaster Mitigation (Section 203)PDM provides funds to state and local governments for hazardmitigation planning and the implementation of cost-effectivemitigation projects unrelated to a specific disaster. PDM isadministered directly by FEMA. Eligible applicants includestates, tribes, territories, and local governments (PNPs can applyif sponsored by an eligible applicant). Grants are awarded ona nationwide competitive basis and without a formula-basedallocation.Similar to HMGP, PDM has funded numerous projects that improvewind- and flood-resistance of critical facilities such asemergency operations centers, hospitals, fire stations, police sta-C-8 FEMA Mitigation Programs
