Code improvements continuedto be made through the 2006 editionof the IBC, which added a provision thatprohibits aggregate roof surfaces in hurricane-proneregions.Glazing protection: <strong>The</strong> 2000 edition of theIBC was the first model code to addresswind-borne debris requirements for glazingin buildings located in hurricane-prone regions(via reference to the 1998 edition ofASCE 7). <strong>The</strong> 1995 edition of ASCE 7 wasthe first edition to address wind-borne debrisrequirements.ASCE 7 requires impact-resistant glazing inwind-borne debris regions within hurricaneproneregions. Impact-resistant glazing caneither be laminated glass, polycarbonate,or shutters tested in accordance withstandards specified in ASCE 7. <strong>The</strong>wind-borne debris load criteria weredeveloped to minimize property damageand to improve building performance. <strong>The</strong>criteria were not developed for occupantprotection. Where occupant protection isa specific criterion, the more conservativewind-borne debris criteria given in FEMA361, <strong>Design</strong> and Construction Guidancefor Community Shelters is recommended.Parapets and rooftop equipment: <strong>The</strong> 2003 edition of the IBC wasthe first model code to address wind loads on parapets androoftop equipment (via reference to the 2002 edition of ASCE 7,which was the first edition of ASCE 7 to address these elements).3.1.4.2 Effectiveness and Limitations of <strong>Building</strong>CodesA key element of an effective building code is for a community tohave an effective building department. <strong>Building</strong> safety depends onmore than the codes and the standards they reference. <strong>Building</strong>safety results when trained professionals have the resources andongoing support they need to stay on top of the latest advancementsin building safety. An effective building safety systemprovides uniform code interpretations, product evaluations, andprofessional development and certification for inspectors andplan reviewers. Local building departments play an important rolein helping to ensure buildings are designed and constructed inaccordance with the applicable building codes.
