The 10.8 percent increase insalaries and wages in 2010 reflectedthe increased cost of living allowance(COLA) for public sector employeesand the impact of the cost of thespecial payment of Rs. 1,000per month for security personnelintroduced in 2009.However, as a percentage ofGDP, salaries and wages declinedto 5.4 percent from 5.6 percentin 2009. The wage bill of thecentral government, includingdefence, public order and civilsecurity, in 2010 was Rs. 218,671million while the ProvincialCouncil (PC) salaries amountedto Rs. 81,887 million.157
