The 10.8 percent increase insalaries <strong>and</strong> wages in <strong>2010</strong> reflectedthe increased cost <strong>of</strong> living allowance(COLA) for public sector employees<strong>and</strong> the impact <strong>of</strong> the cost <strong>of</strong> thespecial payment <strong>of</strong> Rs. 1,000per month for security personnelintroduced in 2009.However, as a percentage <strong>of</strong>GDP, salaries <strong>and</strong> wages declinedto 5.4 percent from 5.6 percentin 2009. The wage bill <strong>of</strong> thecentral government, includingdefence, public order <strong>and</strong> civilsecurity, in <strong>2010</strong> was Rs. 218,671million while the ProvincialCouncil (PC) salaries amountedto Rs. 81,887 million.157
