1 | DEVELOPMENT PERSPECTIVEStender awarding and design workwas carried out at a total cost of Rs.1,494 million.- Preliminary work of the projecton Rehabilitation of the GreaterColombo Sewerage System hasbeen done. 300km long sewer pipes,18 pump stations, 67 pumps andone of the two sea outfalls will berehabilitated under this project.- Construction work of twowastewater treatment plants atKotugoda and Soysapura, sevenpumping stations in Ratmalanaand Jaela, gravity pipeline of 11kmin Ja Ela and 50km in Ratmalana,two outfalls at Dandugamoya andAngulana have been done under theMoratuwa/Ratmalana and Jaela/Ekala wastewater Project.- Loan agreement for the KandySewerage Project was signedand tender process has beencommenced.- The Secondary Towns water supplyproject which covers the districtsof Hambantota, Polonnaruwa,Batticaloa and several other citieshad the highest expenditure of Rs.4,064 million in 2010. Under thisproject, the following activities havebeen carried out:Construction work of 127kmdistribution system and three watertowers at Muttur.Construction work of 15,000m 3treatment plant at Ambalantota,47km transmission line and158km distribution system wascompleted. Work of five watertowers at Keliyapura, Sirbopura,Ballagaswewa, Mirijjavila and Ekassawas completed.Under the Batticaloa project,construction of a 40,000m 3treatment plant at Batticaloa andseven water towers at Chenkaladi,Eravur, Irudayapura, Air Forcepremises, Kalladi, Katankudyand Manmunaipattu have beencompleted. The 275km distributionsystem was substantially completedand laying of 35km transmissionsystem is continued.Construction work of 13,500 m 3treatment plant and three watertowers at Gallella, Bendiwewa &Sevagama while laying of 140kmdistribution system has beencompleted in Polonnaruwa.- Construction work of Bambukuliyawater treatment plant, transmissionand distribution system has beencarried out under the Negombowater project to improve supply inNegombo, Kochchikade and Duwa ata cost of Rs. 1,113 million.Medium Term 2011-2014 StrategicNeeds and PrioritiesAchieving the 100 percent watercoverage as envisaged in the MahindaChintana is far from being completed.Currently, through a total of 1.3 millionservice connections, only 37 percentof the total population (i.e. only about5.6 million people) have been providedwith pipe borne water. This indicatesthe need for undertaking largeinvestment programmes on watersupply development.The Government’s target is to increasepipe borne water supply from current37 percent to 60 percent in 2020. Inorder to achieve the targeted levelof service coverage of 60 percent in2020, NWS&DB has to increase theconsumer base at least by 150,000connections annually. This requires thegovernment to create new physicalstructures and networks that require asignificant amount of funding.Chart 1.34 > Investment Vs.
