<strong>Ministry</strong> <strong>of</strong> <strong>Finance</strong> <strong>and</strong> <strong>Planning</strong> Sri Lanka > <strong>Annual</strong> <strong>Report</strong> <strong>2010</strong>Kelani Right Bank WaterSupply ProjectThe Government <strong>of</strong> Denmark providedan interest free loan <strong>of</strong> USD 82.7 millionfor the construction <strong>of</strong> the Kelani RightBank Water Treatment Plant underthe Danish Mixed Credit programme.The objective <strong>of</strong> the project is toimprove the water supply to ColomboCity <strong>and</strong> the towns north <strong>of</strong> ColomboCity. Furthermore, it is envisaged todevelop head works <strong>of</strong> the 40 MGDWater Treatment Plant in GampahaDistrict <strong>and</strong> serve a 350,000 populationwith existing connections presentlyexperiencing inadequate water supply.The total number <strong>of</strong> beneficiaries inyear 2020 is estimated to be around1,000,000. Construction work <strong>of</strong> theProject commenced in October 2008.Integrated Water SupplyScheme for UnservedAreas <strong>of</strong> Ampara DistrictPhase IIIThe objective <strong>of</strong> the project is toprovide sufficient <strong>and</strong> reliable watersupply to about 88,200 people livingin Semi urban <strong>and</strong> rural areas <strong>of</strong> theAmpara District. The Australia & NewZeal<strong>and</strong> Banking Group Limited (ANZ)<strong>and</strong> the Export <strong>Finance</strong> <strong>and</strong> EconomicCooperation (EFIC) <strong>of</strong> Australia haveprovided a loan in a sum <strong>of</strong> USD 105.19million for this purpose. The total cost<strong>of</strong> the project is USD 118.2 million. Thebalance USD 13.3 million will be borneby the Government <strong>of</strong> Sri Lanka.Key Projects to beImplemented in 2011Jaffna & Kilinochchi Water Supply& Sanitation ProjectThe objective <strong>of</strong> the project is toimprove water supply in the Jaffna<strong>and</strong> Kilinochchi Districts, providesanitation infrastructure forresidents living in the JaffnaMunicipal Council area <strong>and</strong>strengthen water resourcesmanagement in the JaffnaPeninsula. The project will supply60,000 new water connections(300,000 people) in the Jaffna<strong>and</strong> Kilinochchi Districts <strong>and</strong>connect 20,000 households(80,000 persons) in the JaffnaMunicipal council area to thesewer network.The total estimated cost <strong>of</strong> theproject is USD 184.04 million.The contribution <strong>of</strong> the AsianDevelopment Bank is USD 90million. The Agence Francaisede Development <strong>of</strong> France hasagreed to provide a loan <strong>of</strong> USD48 million to partly finance thewater supply subcomponent<strong>of</strong> the project. In addition, theInternational Fund for AgriculturalDevelopment (IFAD) will provideUSD 20 million for the downstream development <strong>of</strong> theIranamadu Tank. The Government’scontribution for this project isUSD 26.04 million. The project isexpected to be completed in 2017.Muttur Water SupplySchemeThis project will be implemented asa supplementary to the SecondaryTowns Rural Community BasedWater Supply <strong>and</strong> SanitationProject. The objective <strong>of</strong> theproject is to build the Muttur WaterTreatment Plant. The total estimatedcost <strong>of</strong> the project is USD 19.6million. The Asian DevelopmentBank will contribute USD 17.6 million<strong>and</strong> the Government <strong>of</strong> Sri Lankawill contribute USD 2.0 million.265
