5 | FOREIGN FINANCINGOn-going ProjectsSome <strong>of</strong> the major projects which arebeing implemented in the North aresummarised below:Emergency Northern RecoveryProjectEmergency Northern Recovery Projectsupports the effort <strong>of</strong> the Government<strong>of</strong> Sri Lanka for the re-establishment <strong>of</strong>the livelihoods <strong>of</strong> Internally DisplacedPersons (IDPs) in the Northern Provinceby restoring their social <strong>and</strong> economiclife. While the World Bank provided aloan <strong>of</strong> USD 65 million for the project,the Government <strong>of</strong> Australia provided aUSD 10.5 million grant for the Cash forWork component.The Emergency Northern RecoveryProject will re-establish inter-villageconnectivity <strong>and</strong> provide access toschools, clinics, markets <strong>and</strong> safedrinking water, as well as the essentialpublic <strong>and</strong> technical services from thegovernment’s civil administrations. Theproject is expected to restore irrigationfor 12,000ha <strong>of</strong> l<strong>and</strong>, rehabilitate 600km<strong>of</strong> rural roads <strong>and</strong> rehabilitate 260Figure -Rehabilitation <strong>of</strong> rice mills inNedunkernyTable 5.18 > Rehabilitation <strong>of</strong> Public Buildings <strong>and</strong> Facilities Under theEmergency Northern Recovery ProjectCategorygovernment institutions damaged bythe conflict. In addition, the projectsupports rehabilitation <strong>of</strong> the selecteddamaged irrigation schemes, canals,<strong>and</strong> ponds to provide the returneefarmers with reliable supply <strong>of</strong> irrigationwater for their crop production. About30 minor <strong>and</strong> 25 medium irrigationschemes <strong>and</strong> 10 small ponds <strong>and</strong> canalswill be rehabilitated. It also targetsthe restoration <strong>of</strong> nine selected keywater supply schemes at Nedunkerny,Adampan, Vidathalthivu, Tevanpiddy,Ottusudan, Mallavi, P<strong>and</strong>iyankulam,Maruthankerny <strong>and</strong> Valvatithurai. In line with theGovernment’s desire to reconstructhouses, the World Bank provided USD118 million for the project while theGovernment contributed USD 2 million.An allocation <strong>of</strong> USD 42.4 million hasbeen made to the Northern Provincefor the reconstruction <strong>of</strong> 26,976houses, <strong>and</strong> out <strong>of</strong> which, 13,350houses have already been completed.Housing reconstruction programmeis essentially a Cash Grant scheme;owners will be provided with eitherRs.325,000 for a fully damaged houseor Rs.70,000 for a partly damagedhouse as progress payments inreconstruction work. This project isscheduled to be completed by the end<strong>of</strong> 2011.Provincial Road Project - NorthernProvince Component100km <strong>of</strong> Provincial Roads in JaffnaDistrict will be rehabilitated underthe World Bank funded ProvincialRoad project. Roads which have beenidentified for rehabilitation are shownin Table 5.19.North East Local ServicesImprovement Project (NELSIP)North East Local ServicesImprovement Project (NELSIP) iscarried out by the Governmentwith financial assistance from theWorld Bank. Under the projectUSD 86 million will be invested ina three year period from <strong>2010</strong> to2012. It will improve the delivery<strong>of</strong> local infrastructure servicesby the Local Authorities in theNorthern <strong>and</strong> Eastern Provinces,in an accountable <strong>and</strong> responsivemanner.
