5 | FOREIGN FINANCINGThadchchnamaruthamadu, <strong>and</strong>Mamaduwa irrigation schemes in theNorthern Province.These major <strong>and</strong> medium irrigationschemes will cover an irrigable area <strong>of</strong>4,788ha <strong>and</strong> 3,688 beneficiary farmerfamilies. In average, 51 percent <strong>of</strong> theactivities have been completed. Theproject is expected to be complete in2013.Vavuniya - KillinochchiTransmission LineFollowing the end <strong>of</strong> the conflict, theGovernment has launched a massiveinitiative with a view to providingelectricity to the northern regionwithin a short period. As part <strong>of</strong> thisinitiative the Government <strong>of</strong> Japan hasprovided USD 13.4 million (Japaneseyen 1,208 million) to construct a 132kmtransmission line from Vavuniya toKilinochchi <strong>and</strong> a Grid Substation atKilinochchi. The Government <strong>of</strong> Japanis expected to provide an additionalloan <strong>of</strong> USD 15 million to cover theadditional financial requirements <strong>of</strong>the project in 2011. The constructionworks <strong>of</strong> the transmission line <strong>and</strong> thegrid substation are in progress <strong>and</strong>scheduled to be completed in July2012.The transmission line from Killinochchito Chunnakam <strong>and</strong> the Substation atChunnakam will be funded by ADBunder the CARE project. After therehabilitation, the entire Northernregion will be connected to theNational Grid.Procurement <strong>of</strong> Materials forthe Power Sector DevelopmentProgramme - Northern ProvinceThe Government <strong>of</strong> Chinathrough the Export – ImportBank <strong>of</strong> China provided a loan<strong>of</strong> USD 31,659,391.82 for theprocurement <strong>of</strong> material for theNorthern Province Power SectorDevelopment Programme. Theproceeds <strong>of</strong> the credit facilitywill be used to provide electricityto 80,000 consumers living inNorthern Province by constructing400 rural electrification schemes.Map 5.3 > Irrigation Schemes Rehabilitated in the Northern Province under PEACE Project282
