<strong>Ministry</strong> <strong>of</strong> <strong>Finance</strong> <strong>and</strong> <strong>Planning</strong> Sri Lanka > <strong>Annual</strong> <strong>Report</strong> <strong>2010</strong>(a) improve the l<strong>and</strong> tenure status <strong>of</strong>smallholder tea <strong>and</strong> rubber growers; (b)increase producer’s pr<strong>of</strong>its through improvedpost-harvest h<strong>and</strong>ling, storageprocessing <strong>and</strong> marketing <strong>of</strong> theirproducts; (c) develop <strong>and</strong> exp<strong>and</strong> ruralfinance <strong>and</strong> credit services; (d) improvethe living conditions <strong>of</strong> women <strong>and</strong>reduce their poverty; <strong>and</strong> (e) strengthenthe beneficiaries’ institutional capacity<strong>and</strong> negotiation skills.The components <strong>of</strong> this projectare tea development in the midcountry region (K<strong>and</strong>y, Kegalle <strong>and</strong>Nuwara-Eliya Districts) <strong>and</strong> the rubberdevelopment in the MoneragalaDistrict. Under the Mid-country subprogramme, re-planting has beencommenced in 99.7 ha in K<strong>and</strong>y <strong>and</strong>Kegalle Districts with 680 beneficiaries<strong>and</strong> <strong>of</strong> which 23.05 has beenplanted with VP Tea. Infilling <strong>of</strong> 175 hahas also been started; subsidies arebeing distributed among beneficiariesfor the last three years for replantingprogramme <strong>of</strong> tea; 40 loans worth<strong>of</strong> Rs 4.5 million have been issued t<strong>of</strong>armers <strong>and</strong> community based organizationsto carryout income generatingactivities; 50 Goat units (200goats) <strong>and</strong> 18 mushroom units havebeen established. Under the intercroppingprogrammes, 18,552 (84 ha) <strong>of</strong>Pepper plants for 530 beneficiaries,12,445 (56ha) <strong>of</strong> C<strong>of</strong>fee plants for 298beneficiaries, 3,581 (63 ha) <strong>of</strong> coconutplants for 629 beneficiaries, 6,109M<strong>and</strong>arine plants for 955 beneficiarieshave been provided.Under the Moneragala sub programme,a new rubber plantation programmehas been established in 3,130 ha with6,019 beneficiaries in the MonaragalaDistrict. The balance target <strong>of</strong> 1,870 hahas been planned for the cultivation <strong>of</strong>rubber <strong>and</strong> intercrops in 2011. Duringthe last three years, Introduction <strong>of</strong>intercrops <strong>and</strong> Income GeneratingActivities (IGAs) for 3,326 beneficiaryfamilies, distribution <strong>of</strong> fertilizer <strong>and</strong>subsidies for the rubber cultivations 72cattle untis <strong>and</strong> 15 mushroom units <strong>and</strong>74 loans worth <strong>of</strong> Rs.7.37 million hasbeen provided for IGA activities.The agriculture <strong>and</strong>irrigation sectorshave receivedabout USD 128.43million in <strong>2010</strong>.Of this amountaround 103.52 hasbeen received forthe development<strong>of</strong> agriculturesector, the balancewas spent for thedevelopment <strong>of</strong>irrigation sector.273
