<strong>Ministry</strong> <strong>of</strong> <strong>Finance</strong> <strong>and</strong> <strong>Planning</strong> Sri Lanka > <strong>Annual</strong> <strong>Report</strong> <strong>2010</strong>Morawewa Irrigation SchemeParachute Method <strong>of</strong> Paddy Cultivation Rehabilitation Works in Progress -K<strong>and</strong>alama Tankstatus <strong>of</strong> the farming community,enable stable irrigation water supply,<strong>and</strong> provide assistance for the agriculturaldevelopment <strong>and</strong> other incomegenerating activities.The areas covered by the project areAnuradhapura, Kurunegala, Killinochchi,Mullaitivu, Vavuniya, Mannar,Ampara, Batticaloa <strong>and</strong> Trincomaleedistricts. There are eight major irrigationschemes, 12 medium irrigationschemes <strong>and</strong> 80 minor irrigationschemes which cover 18,186ha <strong>and</strong>25,300 beneficiary farmer familiesare being rehabilitated in Kurunegala<strong>and</strong> Anuradhapura districts. Of theseirrigation schemes, 60 percent <strong>of</strong> themajor irrigation schemes, 70 percent<strong>of</strong> the medium irrigation schemes<strong>and</strong> 96 percent <strong>of</strong> the minor irrigationschemes have been completed.Further, 10 major <strong>and</strong> medium irrigationschemes covering an irrigablearea <strong>of</strong> 8,726ha <strong>and</strong> 7,322 beneficiaryfarmer families in the Northern <strong>and</strong>Eastern Provinces are being rehabilitatedunder this project. Thenniyankulam,Nampankulam, Mamaduwa,Thadchamaruthamadhu Kulam, Akkarayankulam,Borapola, Pulugunavi, Morawewa,Akathimurippu <strong>and</strong> KurangupanchanKulam are the 10 irrigationschemes. Under the improvement <strong>of</strong>these irrigation schemes, 65 percent<strong>of</strong> activities have been completed. Theproject is expected to be completedin 2013.Dam Safety <strong>and</strong> Water Resources<strong>Planning</strong> ProjectGovernment <strong>of</strong> Sri Lanka (GOSL) <strong>and</strong>International Development Association(IDA) <strong>of</strong> the World Bank signed theFinancing Agreement for the DamSafety <strong>and</strong> Water Resources <strong>Planning</strong>Project in May 2008. The loan amountprovided for the project is USD 65.33million. The components <strong>of</strong> the projectare Improvement <strong>of</strong> Dam safety <strong>and</strong>operational efficiency (USD 53.14million), improvement <strong>of</strong> Hydrometeorologicalinformation system(USD 14.04 million), Multi – sectoralWater Resources <strong>Planning</strong> (USD 6.49million), Project management, <strong>and</strong>monitoring <strong>and</strong> evaluation component(USD 3.05 million). The project waseffective from 26th June 2008 <strong>and</strong> isscheduled to be completed by 30thJune 2012.Under this project, selected 32 highrisk large dams are rehabilitated <strong>and</strong>basic safety <strong>and</strong> operational facilitiesare provided for 80 large dams. In addition,Water Resources DevelopmentPlans are formulated at national level<strong>and</strong> selected two river basins <strong>and</strong> it isexpected to develop a national hydrometeorological information system.Rehabilitation works <strong>of</strong> Dambuluoya,K<strong>and</strong>alama tank, Parakramasamuddraya<strong>and</strong> Kantale tank, Nachchaduwa,Kawdulla, Minneriya, Nal<strong>and</strong>a,Ridiyagama, Nuwarawewa, Giritale,Vendrasan, Tissawewa, Huruluwewa,Rajangane, Kalawewa, <strong>and</strong> Maduruoyaare in progress. Provision for basic facilitiesfor 48 large dams will be rehabilitatedunder the Dam Safety <strong>and</strong> WaterResources Project. Generators, boats,safety jackets, back-hole loaders, grasscutters, digital cameras <strong>and</strong> vehicleshave been distributed for the selectedlarge dams, <strong>and</strong> 50 hydro-metrologicalstations have been upgraded.Uma Oya Hydro Electric <strong>and</strong>Irrigation ProjectThe mega hydro electric <strong>and</strong> irrigationscheme is estimated at USD 529million, <strong>and</strong> the government <strong>of</strong> Iranhas extended USD 450 million throughthe Export Development Bank<strong>of</strong> Iran (EDBI) as a loan while thebalance USD 79 million is providedby the Sri Lankan Government. Theproject will involve the construction<strong>of</strong> two reservoirs on the tributaries<strong>of</strong> the Uma Oya River <strong>and</strong> a 23kmtunnel to divert water to an undergroundpowerhouse <strong>of</strong> 120MW furtherdownstream. The water accumulatedin these reservoirs will be diverted into the Southern Province. The projectimplementation has already beencommenced <strong>and</strong> it is scheduled to becomplete by 2014.Uma Oya is the biggest multipurposeproject in the Uva Province. People inBadulla, Moneragala <strong>and</strong> Hambantotadistricts will be benefited by thisproject. A large dam stretching to390m with a height <strong>of</strong> 92m will beconstructed at Puhulpola. It will271
