Ministry of Finance and Planning Sri Lanka > Annual Report 2010Construction ofExpresswaysThe spending on constructionof expressways, which arepredominately implemented byforeign resources, has been increasedfrom Rs. 1.4 billion in 2005 to Rs. 19.8billion in 2010. The total commitmentfor the Colombo - KatunayakeExpressway, Outer Circular Highwayand Southern Expressway is USD1,500 millionFurther, foreign financing is expectedfor the proposed Colombo – KandyExpressway and the extension of theSouthern Expressway projects whichwill commence during the mediumterm 2014 - 2016.Colombo Katunayake ExpresswayA designed speed of 100km/hrexpressway, connects the ColomboCity and the International Airport atKatunayake (26km) is in progress andexpected to be completed in 2012.The total cost of the Expresswayis USD 292 million of which a loanamount of USD 248.2 million has beenobtained from the Government ofChina through the EXIM Bank of China.Outer Circular HighwayConstruction on this 28km long, fourlaneaccess controlled highway whichconnects the Southern Expresswayand the Katunayake Expresswaycommenced in 2009 and will becompleted in 2015.The Government of Japan has alreadyprovided USD 630 million for the 19kmsection from Kottawa – Kaduwela -Kadawatha.Southern ExpresswayThe first access controlled, 126kmlength, four-lane, expressway is beingbuilt between Colombo and Matara, andis expected to open in August 2011.A total loan amount of USD 638million has been obtained from theJICA, ADB and the EXIM Bank ofChina for the construction of sectionsfrom Kottawa - Kurundugahatehme,Kurundugahatehme - Pnneduwa, andPnneduwa - Matara respectively.255
