<strong>Ministry</strong> <strong>of</strong> <strong>Finance</strong> <strong>and</strong> <strong>Planning</strong> Sri Lanka > <strong>Annual</strong> <strong>Report</strong> <strong>2010</strong>Construction <strong>of</strong>ExpresswaysThe spending on construction<strong>of</strong> expressways, which arepredominately implemented byforeign resources, has been increasedfrom Rs. 1.4 billion in 2005 to Rs. 19.8billion in <strong>2010</strong>. The total commitmentfor the Colombo - KatunayakeExpressway, Outer Circular Highway<strong>and</strong> Southern Expressway is USD1,500 millionFurther, foreign financing is expectedfor the proposed Colombo – K<strong>and</strong>yExpressway <strong>and</strong> the extension <strong>of</strong> theSouthern Expressway projects whichwill commence during the mediumterm 2014 - 2016.Colombo Katunayake ExpresswayA designed speed <strong>of</strong> 100km/hrexpressway, connects the ColomboCity <strong>and</strong> the International Airport atKatunayake (26km) is in progress <strong>and</strong>expected to be completed in 2012.The total cost <strong>of</strong> the Expresswayis USD 292 million <strong>of</strong> which a loanamount <strong>of</strong> USD 248.2 million has beenobtained from the Government <strong>of</strong>China through the EXIM Bank <strong>of</strong> China.Outer Circular HighwayConstruction on this 28km long, fourlaneaccess controlled highway whichconnects the Southern Expressway<strong>and</strong> the Katunayake Expresswaycommenced in 2009 <strong>and</strong> will becompleted in 2015.The Government <strong>of</strong> Japan has alreadyprovided USD 630 million for the 19kmsection from Kottawa – Kaduwela -Kadawatha.Southern ExpresswayThe first access controlled, 126kmlength, four-lane, expressway is beingbuilt between Colombo <strong>and</strong> Matara, <strong>and</strong>is expected to open in August 2011.A total loan amount <strong>of</strong> USD 638million has been obtained from theJICA, ADB <strong>and</strong> the EXIM Bank <strong>of</strong>China for the construction <strong>of</strong> sectionsfrom Kottawa - Kurundugahatehme,Kurundugahatehme - Pnneduwa, <strong>and</strong>Pnneduwa - Matara respectively.255
