It must reduce dependence on registrationsubscriptions. It must be self-sufficient and sustainable”.Despite an excellent presentation and <strong>the</strong> opportunity <strong>for</strong> some discussion, it was <strong>the</strong> feeling<strong>of</strong> some delegates that <strong>the</strong> 14 February meeting had simply been a cleverly stage-managedevent with little opportunity <strong>for</strong> <strong>the</strong> expression <strong>of</strong> contrary views. Never<strong>the</strong>less, <strong>the</strong> EngCDirector General, Malcolm Shirley, said in a letter “The <strong>for</strong>um was, in everyone’s view, agreat success. The presentation <strong>of</strong> a framework <strong>for</strong> taking <strong>the</strong> Hawley Grouprecommendations <strong>for</strong>ward in a wholly inclusive way received complete agreement and <strong>the</strong>rewas an impressive level <strong>of</strong> enthusiasm <strong>for</strong> involvement”. But, as it later transpired, MalcolmShirley was to have mounting doubts that eventually led to his early departure from his post.The Shadow ETB BoardThe framework proposed by Dr Hawley comprised a Shadow Board and a number <strong>of</strong>working groups. It is notable that, remembering <strong>the</strong>iroriginal reservations about <strong>the</strong> remit <strong>of</strong> <strong>the</strong> Hawley initiative, <strong>the</strong> EEF and EMTA were nowpresent.
