182A CHRONICLE OF THE ENGINEERING COUNCIL• The ETB will need to secure long-term funding from Government, commerce andindustry <strong>for</strong> core and project purposes, in addition to <strong>the</strong> money contributed bypr<strong>of</strong>essional engineering Registrants.• Representative bodies such as <strong>the</strong> EEF, EMTA and RAEng will need to exhibit fullheartedco-operation with and through <strong>the</strong> ETB, even at some cost to <strong>the</strong>ir own agendasand prominence.Towards <strong>the</strong> ‘<strong>Engine</strong> <strong>for</strong> <strong>Change</strong>’These five points and success in <strong>the</strong> four primary objectives will put to <strong>the</strong> test whe<strong>the</strong>r sucha federation <strong>for</strong> a common purpose is a practical possibility. If it does succeed <strong>the</strong>n, at longlast, Monty Finniston’s concept back in 1981 to create an ‘<strong>Engine</strong> <strong>of</strong> <strong>Change</strong>’ will havebecome a reality. In Sir Peter Williams as Chairman and Alan Clark as Chief Executive <strong>the</strong>ETB has got <strong>of</strong>f to a good start having found eminent and perceptive leaders. They willsurely carry <strong>for</strong>ward Dr Hawley’s vision in <strong>the</strong> interests <strong>of</strong> <strong>the</strong> UK. It is worth mentioningthat he left <strong>the</strong>m, as a legacy, a letter giving <strong>the</strong>m his views on immediate necessarydevelopments to carry <strong>the</strong> ETB <strong>for</strong>ward.Fur<strong>the</strong>r InsightsReaders who may wish to glean fur<strong>the</strong>r insights to <strong>the</strong> thinking behind <strong>the</strong> Hawley Reviewand <strong>the</strong> creation <strong>of</strong> <strong>the</strong> <strong>Engine</strong>ering and Technology Board should refer to Michael Letellier’sThe Rebirth <strong>of</strong> UK <strong>Engine</strong>ering, published by Training Publications Ltd in 2003.
