2.3.6 Overview of Policy Developments for 2009/10A range of high level strategic functions emanating from the new mandate have been incorporatedas follows:MandateRationaleCentralised planning: strategic The Manifesto and the review of government performance highlight the need for improved centralised planning to achieve theand spatialobjectives outlined in the new mandateMonitoring and evaluation Improved monitoring and evaluation is highlighted in the 15 year review and the manifesto as critical to ensuring effectiveservice delivery and improved governance. By locating the function as a central component of the GPC/Cabinet Office thenecessary resources and capacity, aligned to strategic functions will be createdStronger cabinet supportThe impetus to locate the Premier and EXCO at the centre of government will require a greater focus on support services toEXCO to ensure that strategic leadership and decision making is facilitated.Improved policy research and Strengthened governance and monitoring and evaluation are premised on the need for high level strategic research and policyadviceadvice. Following on from the previous structure, this aspect continues to be emphasised.Intergovernmental relations The mandate focuses on a range of issues relating to stakeholder relations. These include the renewal of the intergovernmentalrelations system, focused izimbizo around a range of issues, developing social compacts with key sectors, improving co-operativegovernance and strengthening international relations. Creating a dedicated focus on this area of work will ensure that thenecessary resources are available to build and sustain partnerships at all levels.Coordination of service delivery At the heart of the mandate is a commitment to service delivery renewal. This aspect will receive focus through the GPC and therenewalincreased attention paid to stakeholder relations.Anti-corruptionThe renewal mandate requires a greater focus on state accountability and transparency. Locating this function within the office ofthe most senior civil servant will raise the profile of the programme and ensure that it is given priority.Social compact with stakeholders Improving relations between government and its stakeholders at all levels is a key priority, and increased participation of theincluding public sector unions public in oversight is a critical focus. Making this a dedicated focus of one branch of government ensures that it will be a priorityand that it will be assured of the capacity and resources to fulfil the mandate. Labour relations will be located within the Office ofthe DG to ensure that this aspect is given leadership at the highest level.In line with a decision of Cabinet in January 2010, the Gauteng Provincial Government has adoptedan outcomes-based approach to service delivery in the province. In February 2010, the ExtendedEXCO Lekgotla agreed on a range of provincial outputs that incorporate the key strategic postureand priorities of the province and align to the national outcomes.The Premier has identified champions to coordinate and facilitate government programmessupporting targeted groups.
