3.4.3 Sub-Programme: Executive Council SupportPurposeTo provide strategic and policy support to the Executive Council.Measurable Objective:• Agenda setting and cabinet programmes• Strategic analysis and research related to cabinet memos• Strategic cluster support• Tracking of cabinet decisions• Development and implementation of an effective legislativeprogramme• Supporting effective legislative oversight• Support to the Leader of Government Business (LGB)• Developing a database of policy and legislation• Implementing the e-Cabinet system• Environmental analysis in support of priorities• External legal service• Logistics and administration.Service Delivery Objectives and IndicatorsThe sub-programme has achieved the following:• Agenda setting and cabinet programmeThe 2009/10 financial year coincided with the national andprovincial elections, which ushered in a new electoral mandate andthe new political leadership in government. The Sub-programme:Executive Council Support played a significant role in providingsupport to the new Executive Council under the leadership ofPremier Nomvula Mokonyane. This included supporting the reformand renewal of the Executive Council system to more effectivelyassert the political authority of the Executive Council in fulfilling theelectoral mandate and the strategic priorities of the GPG for theperiod 2009–2014. The Sub-programme also played a key role insetting the strategic agendas for the Executive Council and its Subcommitteein line with the 2009/10 Gauteng IntergovernmentalPOA and related strategic priorities. An annual programme ofmeetings was compiled and approved by the Executive Councilin March 2010. The Sub-programme developed an operationalmanual for the Executive Council.• Strategic analysis and research related to cabinet memosA framework on the analysis of Executive Council memorandawas developed and further support was provided to the ExecutiveCouncil through the analysis of memoranda. Briefing notes wereprepared for the Premier on strategic issues.• Strategic cluster supportSupport was provided to the Executive Council clusters through thedevelopment of terms of reference for them, agenda setting, liaisonwith the Offices of MECs and HODs on the cluster system, andthrough the analysis of memoranda submitted for consideration.Briefing notes were prepared for cluster chairpersons on key issues.Annual cluster programmes were developed and adopted by theExecutive Council clusters. Cluster meeting agendas, minutes andkey decisions were prepared and distributed.• Tracking of cabinet decisionsTo support the renewal and improved management of the EXCOsystem in line with strategic priorities, a new system was developedto monitor and report on the implementation of EXCO decisions.This EXCO tracking system has helped to strengthen the EXCOsystem and ensure that decisions are timeously implemented. Thesystem keeps the Premier and EXCO appraised of progress inimplementing decisions and provides a basis for EXCO to evaluateits own performance.A list of key decisions and resolutions are developed and circulatedto all Members of the Executive Council after every EXCO andEXCO Sub-Committee meeting. Members of the Executive Councilprovide feedback on the implementation of key decisions. Monthlystatus reports are prepared and presented to the Executive Council.• Development and implementation of an effective legislativeprogrammeA legislative programme for 2010/11 was developed andapproved by the Executive Council.65
