Service Delivery Objectives and IndicatorsThe achievements of the Sub-programme include the following:• Gauteng-wide Monitoring and Evaluation (M&E) Frameworkand SystemIn the period under review, the Gauteng-wide Monitoringand Evaluation Policy Framework was revised in line with theoutcomes based approach and was adopted by the EXCO. Thishas paved the way for a more streamlined and coordinatedapproach to monitoring, evaluation and reporting on governmentperformance. This will further enhance the ability of the GPGto effectively monitor performance and expenditure in line withstrategic priorities and embed the government’s outcomes basedapproach within the provincial government. A draft M&E systemwas developed pending the finalisation and adoption of the M&Eframework.• Developing Medium Term Strategic Framework targets andindicatorsThe Gauteng MTSF 2009-14 was developed to ensure therealisation of the electoral mandate. Its development entailed theidentification of provincial priorities, programmes and activities thatwould be undertaken to ensure their achievement. In consultationwith GPG departments, targets and indicators to measure progresswere also identified and these are being monitored on an ongoingbasis.• Impact studiesThe evaluation of the impact of provincial programmes on thelives of the people of Gauteng is of vital importance. In this regard,a process to identify areas for analysis was embarked upon. Threeprogrammes, namely the FIFA World Cup, Expanded Public WorksProgramme and the War on Poverty were identified. Motivationson the impact studies to be conducted were developed. Terms ofreference for the impact study related to the FIFA World Cup weredeveloped. In addition, an independent technical assessment ofthe proposed G-Link programme, including its projected impact,was undertaken.training was conducted over a period of seven months andempowered officials with M&E knowledge ranging from basic toadvanced levels. Post training assessment gave positive feedbackon the training.• Monitoring the annual Programme of ActionSteadfast and consistent reporting on the progress the provincialgovernment is making in implementing the POA has ensured thatimplementation challenges are identified early to enable timelyintervention. Monthly reporting on the implementation of the2009/10 POA was done to keep EXCO abreast of progress.• Monitoring of annual Programme of Action and flagship projectsMonthly reporting on the implementation of the 2009/10 POA wasdone based on information provided by departments. The reportshave assisted in identifying implementation challenges to enabletimely interventions to be made. Compliance and the depth ofreporting on the implementation of GPG programs by departmentshas improved over the period under review. These reports, alongwith others, were used to monitor progress on implementing thePOA. In addition to monthly reports, an End of the Year Reportwas developed on implementation progress covering the periodbetween June and December 2009. A comprehensive M&E reportand analysis of the 2009/10 POA to the end of January 2010 wasprepared and presented at the February 2010 EXCO Lekgotla.• Monitoring and evaluation of special programmes in support ofyouth, women, people with disabilities and military veteransAs part of the revision and development of policy frameworks foryouth, women, people with disabilities and military veterans drafttargets and indicators were developed. An additional process wasinitiated to refine these in line with provincial outcomes plans.These achievements have contributed towards strengthening thedevelopmental state and good governance. Through efficiencyand effectiveness in monitoring and evaluation the GPG is wellpositioned to implement the new government-wide outcomesbased approach to monitoring government’s performance.• Building monitoring and evaluation capacityM&E capacity was built through high level training attended byM&E officials from all GPG departments.
