3.4.4 Sub-Programme: Targeted GroupsPurposeTo accelerate the advancement and empowerment of targeted groups in Gauteng.Measurable Objective• Development and implementation of policies and POAs for targeted groups• Coordinating institutional mechanism• Capacity building• Monitor targets and indicators for targeted groups• Formation of partnerships• Advocacy programme for promotion of human rights.Service Delivery Objectives and IndicatorsThe following are the achievements of the sub-programme:• Revision of gender and disability policies and plan of action for targeted groupsThe Gender and Disability frameworks and related five-year programmes were developed. Thisprocess involved the incorporation of inputs from internal and external stakeholders. Work was alsoundertaken to develop both gender and disability indicators. The policy frameworks were tabledat EXCO and inputs were provided that would ensure that they are enhanced and aligned with thenational outcomes. A revised Gauteng Integrated Youth Development Strategy was developed.• Coordinating Institutional MechanismSix Gender and Disability forum meetings were held with gender and disability focal points from GPGand municipalities to ensure that disability and gender are mainstreamed in the province.• Capacity buildingApproximately 120 managers in the GPG and municipalities were trained on gender mainstreamingand management by the PALAMA Institute. Disability focal points also received training on theguidelines for the United Nations Convention on the Rights of Persons with Disabilities.• Formation of partnershipsTwo consultative sessions were held with the Gauteng Disability Forum comprising representativesfrom the disability sector and disability focal points from GPG and municipalities. In addition twoconsultative sessions were held with gender organisations including the Progressive Women’sMovement.• Advocacy Programme for promotion of human rightsA series of engagements have been held with stakeholders in this sector. In addition, successfulevents were hosted for the International Day for Persons with Disabilities in Thokoza and the launchof Women’s Month in Ratanda. International Women’s Day was commemorated in solidarity with the69
