No major incidents were recorded for the period under review and the directorate continues to provide leadership in occupational health &safety and maintains a state of preparedness for emergencies for the office.HIV / AidsThe OoP has approved HIV/AIDS action plan which it implements annually and a senior manager has been designated to champion theprogramme.The programme is financed through funds provided by the Department of Health via Gauteng Treasury to support the plan and is managedby the Chief Directorate: Human Resource Service, through a component dealing with employee wellness and change management.On an annual basis, all GPG departments are required to submit action plans for their HIV/AIDS workplace programmes, to the departmentof Health Multi Sectoral AIDS Unit.The purpose of the HIV/AIDS action is to determine the main programmes and interventions that the Office of the Premier intends to embarkupon in the coming financial year and also to motivate for the allocation of funds from the provincial HIV/AIDS budget.9. Discontinued activities/activities to be discontinuedThe Gauteng Youth Commission Act was repealed during the year under review, function was phased out and the officials absorbed or placedin the OoP.10. New/proposed activitiesGauteng Planning Commission (GPC) was established during the year under review in synergy with the National Planning Commission. TheGPC will be doing late range planning in line with the NPC. The White Paper on Strategic Planning process of each province will contribute it’splans to the National Planning Commission to ensure synergy and as Gauteng’s contribution to the National Strategic Plan.11. Asset ManagementDuring the year under review, the Office of the Premier entered into a maintenance contract for the Assetware system with the supplierTat I-Chain to ensure that the system will work without any hindrance. This step was taken as a measure to reinforce the dependablesystems already established and implemented in this important function.The dependability of the systems was further proven when the now-defunct Gauteng Youth Commission (GYC) was dissolved and allits assets were transferred to the Office of the Premier. The integration of these assets and their reallocation for use by the Office of thePremier went on smoothly and was all successfully recorded in the Asset register. This exercise proved that the systems adopted in theunit were both reliable and dependable.12. Events after the reporting dateClaims amounting to R10.638 million not reflected in the trial balance as on 31 March 2010 noted in Annexure 4.13. Performance informationThe implementation of the PFMA was continuously monitored and reported on to the Provincial Treasury during the financial year underreview to ensure compliance. New policies on performance information management and strategic planning were drafted in response88
to audit findings that pointed to gaps in the existing modus operandi. In addition, the Annual Performance Plan for 2009/10 wasreviewed to ensure alignment with the priorities of the new mandate and also to ensure that targets set were measurable and verifiable.14.
