• Supporting the Leader of Government Business and legislativeoversightThe Leader of Government Business is provided with support onan ongoing basis. The draft Leader of Government Business (LGB)model was developed and completed and will be submitted forconsideration and approval to the Executive Council. The modelputs the role of the LGB within the constitutional and provincialstrategic context. Its implementation will contribute to strategicworking relations between the Executive and the Legislature in theprovince. Memoranda relating to government’s business in thelegislature are tabled for consideration by the Executive Council ona regular basis. This includes matters relating to the Legislature’sprogramme and questions in the legislature.• Developing a database of policy and legislationA database of Executive Council decisions, key policy documentsapproved by the Executive Council and legislation has beendeveloped.• Implementing the e-Cabinet systemSignificant progress has been made in implementing the firstPhase of the e-cabinet system. Physical infrastructure to supportthe system is currently being developed and will be completed inthe next financial year.• Environmental analysis in support of prioritiesOngoing environmental analyses are undertaken through thepreparatory meetings for the Executive Council systems. These aretaken into consideration in the preparation of the briefing notes forthe chairpersons as well as in setting the agenda. Environmentalanalyses also inform the agenda setting and scene setting for theExecutive Council Makgotla.• Logistics and administrationLogistical and protocol services including site inspections wereprovided for 88 meetings during the period under review. Theseincluded Extended Executive Council Lekgotla in June 2009 andSeptember 2009, Executive Council Lekgotla in August 2009and February 2010, 21 Executive Council meetings, 29 ExecutiveCouncil Sub-committee meetings, six one-on-one meetings withHODs on outcomes based planning, two Joint HOD Forummeetings, one Joint Executive Council Sub-committee meeting, onePremier’s Coordination Forum and internal senior managementmeetings. Minutes and a record of decisions taken in each meetingwere also compiled for each meeting. About 2 500 documentswere processed in the Executive Council system comprising thereports that were considered. Meeting packs were also preparedand delivered to all participants in meetings.66
