Service delivery objectives and indicatorsGiven the adoption of the new mandate after April 2009 theOffice of the Premier revised the Annual Performance Plan (APP).In addition, an APP for 2010/11 was prepared and submitted tothe Gauteng Department of Finance. Quarterly reports have alsobeen submitted regularly to the Gauteng Department of Financeand the Gauteng Provincial Legislature.To improve performance information management and reportingin the Office of the Premier a new system was implemented toensure that reporting aligns to the new APP and that regularreviews take place to assess performance. In addition, a strategicplanning policy was approved to improve future planning andbudgeting processes.SDIPs are required in terms of the Public Service Regulations of2001 in support of the Batho Pele principles. The Office of thePremier, in accordance with Department of Public Service andAdministration (DPSA) requirements, submitted a three year SDIPand reported on the previous year’s SDIP through an AnnualCitizen’s Report.Through the Chief Operating Officer, appointed in September2009, a range of special projects were identified which requireddirect oversight by the Office of the Premier. These projects include:• Operation Bhadala, which was implemented to fast trackoutstanding payments to service providers across the GPG. Theproject was successfully concluded in the year under review.• The contracts working group was established to ensure thatthere is a consistent approach to contract management in theprovince. The process is ongoing.• Under the leadership of MEC Creecy, and in collaboration withother units within the Office of the Premier and various GPGdepartments, the sub-subprogramme played a role in theorganisation of the official provincial funeral for the late strugglehero Curtis Nkondo in December 2009.• The implementation of the Presidential Hotline necessitatedengagements with representatives from local government acrossthe province to ensure that the process was understood andimplemented across Gauteng.• A report consolidating the audit outcomes across allgovernment departments and agencies was prepared includingrecommendations on future actions.• A concept document for the G-Link project was prepared.28

In respect of supply chain management activities, 93% of the broader GPG BBBEE targetswere attained.
