innovative technique that obtains training signal from a maximum likelihood estimator. The proposed technique was applied<br />
for modeling stereo-vision sensors <strong>and</strong> an Infra-Red (IR) proximity sensor used in the robotic work cell available in the<br />
Robotics <strong>and</strong> Manufacturing Automation (RAMA) Laboratory at Duke University. In addition, the report presents an<br />
innovative method to fuse the probabilistic information obtained from these sensors based on Bayesian formalism in an<br />
occupancy grid framework to obtain three-dimensional occupancy model <strong>and</strong> key features of the robotic workspace. The<br />
capability of the proposed technique in accurately obtaining three-dimensional occupancy profile <strong>and</strong> efficiently removing<br />
individual sensor uncertainties was validated <strong>and</strong> compared with other methods via experiments carried out in the RAMA lab<br />
during this project.<br />

From a governmental science policy viewpoint, the role of astronomers is to turn money into scientific results. The<br />
agencies that find astrophysical research are looking for a return on their investment. As in all scientific fields, the tradition<br />
<strong>and</strong> the research process require making these results public for sharing <strong>and</strong> verification. In the case of astronomy, direct<br />
applications are not sought. Its research process contributes to enrich the pool of human knowledge. Still, astronomers want<br />
their productivity measured <strong>and</strong> the value of the new knowledge base they build assessed <strong>and</strong> recognized.<br />

The Air Transportation System (ATS) provides competitive advantage to U.S. based commercial enterprises by providing<br />
safe, reliable, fast, <strong>and</strong> low-cost transportation of goods <strong>and</strong> the people. The ATS is also an enabler for the tourism industry<br />
<strong>and</strong> a major source of employment <strong>and</strong> commerce. Sustaining this competitive advantage requires maintaining a system with<br />
capacity in excess of the dem<strong>and</strong> for travel in the presence of changes in airline business models <strong>and</strong> other market forces. This<br />
paper describes the FAA s NAS Strategy Simulator <strong>and</strong> how it can be used to underst<strong>and</strong> <strong>and</strong> analyze the market-forces<br />
shaping the ATS of the future. Specifically, the NAS Strategy Simulator provides the means for developing contingencies to<br />
adapt to plausible future changes in the airline <strong>and</strong> transportation industries that will affect the delivery of air traffic services.<br />
In this way the FAA, <strong>and</strong> their industry partners, can plan the development <strong>and</strong> testing of new policies <strong>and</strong> procedures, <strong>and</strong><br />
the introduction of new technologies, in a coordinated <strong>and</strong> economically efficient manner.<br />
