Derrick served as head of the public policy department with <strong>Mississippi</strong> Farm Bureau<br />
Federation. A graduate of <strong>Mississippi</strong> State University, he received both his undergraduate and<br />
graduate degrees <strong>in</strong> agricultural economics.<br />
Randall B. Wall is a special counsel <strong>in</strong> the law firm of Jones Walker LLP. Born <strong>in</strong> Calhoun<br />
City, <strong>Mississippi</strong>, Randy completed his preparatory education at the University of <strong>Mississippi</strong><br />
and the University of Wiscons<strong>in</strong>, where he received a bachelor’s degree <strong>in</strong> 1965. He received the<br />
juris doctor degree from Harvard Law School <strong>in</strong> 1968. Randy is a member of the <strong>Mississippi</strong> and<br />
American Bar Associations and the National Association of Bond Lawyers and is a fellow of the<br />
<strong>Mississippi</strong> Bar Foundation. Randy is a frequent speaker on the topic of public f<strong>in</strong>ance for<br />
various <strong>in</strong>dustry associations <strong>in</strong> the <strong>Mississippi</strong> Municipal League conferences and associations<br />
for attorneys represent<strong>in</strong>g governmental entities.<br />
H. Carey Webb was appo<strong>in</strong>ted state aid eng<strong>in</strong>eer for State Aid Road Construction <strong>in</strong> February<br />
2012. Before becom<strong>in</strong>g state aid eng<strong>in</strong>eer, he served as assistant state aid eng<strong>in</strong>eer for 8 years<br />
and district eng<strong>in</strong>eer for the East Central District for 14 years at State Aid Road Construction. He<br />
also served as Greene County eng<strong>in</strong>eer, vice president of Polyeng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> Mobile, Alabama,<br />
and city eng<strong>in</strong>eer <strong>in</strong> Coldwater, <strong>Mississippi</strong>, and he worked for the county eng<strong>in</strong>eer <strong>in</strong> Tunica<br />
and DeSoto Counties for 10 years. He was born <strong>in</strong> Tunica, <strong>Mississippi</strong>, and graduated from<br />
Tunica County High School. He is a graduate of <strong>Mississippi</strong> State University, where he received<br />
a bachelor’s degree <strong>in</strong> civil eng<strong>in</strong>eer<strong>in</strong>g. He is a registered professional eng<strong>in</strong>eer <strong>in</strong> <strong>Mississippi</strong><br />
and Alabama.<br />
Joe B. Young is the former tax assessor-collector of Pike County, hav<strong>in</strong>g been elected to that<br />
position <strong>in</strong> 1983 and retir<strong>in</strong>g <strong>in</strong> April 2011. He holds a bachelor’s degree <strong>in</strong> mathematics from<br />
<strong>Mississippi</strong> College, where he served as co-capta<strong>in</strong> of the football team and was selected by the<br />
faculty to receive the Farr Scholarship. Joe has made numerous educational and professional<br />
accomplishments with<strong>in</strong> the assess<strong>in</strong>g field. He has served as president of the <strong>Mississippi</strong><br />
Assessors and Collectors Association (MACA) and president of the <strong>Mississippi</strong> Chapter of the<br />
International Association of Assess<strong>in</strong>g Officers (IAAO). He has achieved <strong>Mississippi</strong><br />
Assessment Evaluator (MAE) certification with<strong>in</strong> the <strong>Mississippi</strong> Education and Certification<br />
Program for assessors and appraisers and also holds a certified general real estate appraiser<br />
license. Joe frequently testifies before the <strong>Mississippi</strong> Legislature on subjects related to tax<br />
assess<strong>in</strong>g and collect<strong>in</strong>g.
