Do you want big new “super” stores or do you want to emphasize small locally owned retail<br />

growth? What do you expect <strong>in</strong> terms of parks, schools, and emergency services?<br />

There are several ways to develop a consensus on future goals. The public hear<strong>in</strong>g process is one<br />

way; just “open up the floor” and give everyone a chance to be heard. The public hear<strong>in</strong>g itself<br />

can take several different formats. It could be a formal presentation given on behalf of the board<br />

of supervisors followed by public comments, or it could be a three or four hour <strong>in</strong>formal time<br />

when the public could drop by <strong>in</strong>dividually to express op<strong>in</strong>ions to board members or other<br />

county officials.<br />

In addition to giv<strong>in</strong>g the general public an opportunity for participation, it is a good idea to solicit<br />

<strong>in</strong>put from community bus<strong>in</strong>ess and political leaders through private <strong>in</strong>terviews. You are more<br />

apt to get frank and mean<strong>in</strong>gful answers from such officials <strong>in</strong> a private sett<strong>in</strong>g where comments<br />

are not attributable to specific <strong>in</strong>dividuals.<br />

Many times mean<strong>in</strong>gful dialogue can be generated by focus groups assembled at civic clubs or <strong>in</strong><br />

a retreat sett<strong>in</strong>g. Utiliz<strong>in</strong>g these methods can get ideas tossed around more easily and provide a<br />

comfortable forum for the ideas to be debated and/or ref<strong>in</strong>ed.<br />

Regardless of what format is used dur<strong>in</strong>g the goals and objectives phase, the result must be the<br />

development of some consensus on what you want the county to be like.<br />

Step 2: Base Studies<br />

Once you have determ<strong>in</strong>ed what you want the county to be, the next step is to analyze what the<br />

county is like now. You need to <strong>in</strong>ventory the exist<strong>in</strong>g land use characteristics, transportation<br />

systems, hous<strong>in</strong>g characteristics, community facilities and services, economic and social<br />

<strong>in</strong>dicators and consider the current population and potential population growth.<br />

An exist<strong>in</strong>g land use map depict<strong>in</strong>g the utilization of land by residential, commercial, <strong>in</strong>dustrial,<br />

public, and semi-public uses will need to be prepared. This establishes a start<strong>in</strong>g po<strong>in</strong>t for where<br />

you want to guide and encourage future development.<br />

A road map must be developed show<strong>in</strong>g exist<strong>in</strong>g road conditions, traffic counts, major dra<strong>in</strong>age<br />

features, or other potential constra<strong>in</strong>ts to road construction. Airports must be documented<br />

show<strong>in</strong>g exist<strong>in</strong>g runway orientation, length, and condition. Railroad locations and access po<strong>in</strong>ts<br />

must be identified. The location and capacity of ports must be <strong>in</strong>ventoried. The availability of<br />

any public transit, the schedules used, and primary users must be determ<strong>in</strong>ed.<br />

An analysis of the hous<strong>in</strong>g stock must be accomplished. You will need to know how many<br />

houses exist <strong>in</strong> the county, whether they are owner or renter occupied, how many are substandard,<br />

and how many are vacant.<br />

An <strong>in</strong>ventory of exist<strong>in</strong>g community facilities must be done to reveal the location and capacity of<br />

various emergency services, schools, medical facilities, parks and recreation areas, libraries, and<br />

other public build<strong>in</strong>gs and properties.<br />
