(which should <strong>in</strong>clude the use of standard letter/legal records storage boxes for<br />
paper records and standardized names for record series), and procedures for<br />
records disposal.<br />
• Employees are tra<strong>in</strong>ed <strong>in</strong> basic records procedures. An <strong>in</strong>itial workshop will<br />
familiarize all employees with the new program. Basic records tra<strong>in</strong><strong>in</strong>g should be<br />
<strong>in</strong>cluded <strong>in</strong> new employees’ orientation, while records liaisons need more <strong>in</strong>depth<br />
tra<strong>in</strong><strong>in</strong>g. The Local Government Records Office periodically holds<br />
workshops on records management topics. A 90-m<strong>in</strong>ute <strong>in</strong>teractive course,<br />
“Introduction to Records and Information Management,” developed by the<br />
Council of State Archivists (CoSA), is also available on the MDAH Local<br />
Government Records Web page under Tra<strong>in</strong><strong>in</strong>g for Local Government. 18<br />
• The county <strong>in</strong>corporates essential records <strong>in</strong>to its disaster recovery or Cont<strong>in</strong>uity<br />
of Operations (COOP) Plan. Most counties have a COOP Plan through their<br />
Emergency Management office, but few consider records <strong>in</strong> the plan. Yet certa<strong>in</strong><br />
records are needed when respond<strong>in</strong>g to a disaster, while others are needed to<br />
resume normal bus<strong>in</strong>ess afterward. 19 MDAH also offers workshops based on<br />
CoSA’s Intergovernmental Preparedness for Essential Records course. 20 These<br />
courses will help the county identify which records are essential to its ongo<strong>in</strong>g<br />
operation, and plan for their safety and accessibility <strong>in</strong> the event of a disaster.<br />
CONCLUSION<br />
A goal frequently quoted by records managers is, “Get the right <strong>in</strong>formation to the right<br />
person at the right time.” Implement<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a records management program<br />
can help a county government achieve that goal. While the <strong>in</strong>itial implementation may<br />
be time-consum<strong>in</strong>g, the money and time saved <strong>in</strong> properly manag<strong>in</strong>g records will pay off.<br />
