prosper <strong>in</strong> it. This of course is easier said than done but there are some <strong>in</strong>dicators that can be<br />

used as a guide <strong>in</strong>clud<strong>in</strong>g: broadband, knowledge workforce, <strong>in</strong>novation, digital equality,<br />

advocacy, and susta<strong>in</strong>ability. When these <strong>in</strong>dicators are considered <strong>in</strong> the design and<br />

implementation of CED strategies, the community is considered <strong>in</strong>telligent result<strong>in</strong>g <strong>in</strong><br />

prosperous, <strong>in</strong>clusive, and susta<strong>in</strong>able communities.<br />

As a quick mental exercise ponder on the follow<strong>in</strong>g questions: does your community encourage<br />

deployment and adoption of broadband?; are programs and policies <strong>in</strong> place that better prepare<br />

the workforce for the digital age such as soft skill development, student-centered learn<strong>in</strong>g,<br />

teamwork, robotics, programm<strong>in</strong>g, etc.?; does your community offer programs and/or <strong>in</strong>centives<br />

for home startups or entrepreneurs?; does your local government <strong>in</strong>teract digitally with its<br />

residents through websites, social media, and apps?; do employers and/or schools have telehealth<br />

capabilities?; do your bus<strong>in</strong>esses understand the different onl<strong>in</strong>e presence strategies and the<br />

availability of capital through crowdfund<strong>in</strong>g?; are telework<strong>in</strong>g policies <strong>in</strong> place or <strong>in</strong>centivized <strong>in</strong><br />

any way?; what about provid<strong>in</strong>g digital literacy and/or access to computers and <strong>in</strong>ternet for those<br />

that cannot afford it or don’t have access to it?; is there a strategy <strong>in</strong> place to proactively manage<br />

the community’s onl<strong>in</strong>e reputation (h<strong>in</strong>t: google your community and see what comes up)?; are<br />

agroecology and/or precision agriculture techniques promoted and used; lastly, are efforts be<strong>in</strong>g<br />

made – water conservation, <strong>in</strong>stallation of solar panels and/or w<strong>in</strong>dmills – so that natural<br />

resources and livable conditions are available for future generations?<br />

Important to clarify is that broadband and its applications are not a silver-bullet. In fact, some<br />

broadband applications are perceived as violat<strong>in</strong>g privacy and security while the so-called<br />

broadband economy is responsible to some for the <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>equality. Broadband can only<br />

enhance an existent community development approach. Community issues will not simply<br />

disappear if broadband connectivity or adoption is achieved; rather, community development<br />

must be coupled with this new and <strong>in</strong>creas<strong>in</strong>gly chang<strong>in</strong>g technology and its applications. For<br />

example, a recent study found that resiliency <strong>in</strong> rural Scottish communities was <strong>in</strong> part achieved<br />

thanks to creative workers rely<strong>in</strong>g on broadband connectivity and applications (Roberts and<br />

Townsend 2015).<br />

Aside from the negatives and that this framework makes communities aware of the implications<br />

and possibilities of the digital age, it can help address an emerg<strong>in</strong>g threat: the digital divide. This<br />

divide consists of a gap between those that use and understand the technology versus those that<br />

don’t have access to it, can’t afford it, or are not <strong>in</strong>terested. Why is this important? Well, those<br />

on the wrong side of the divide are be<strong>in</strong>g left further beh<strong>in</strong>d as were those that did not know how<br />

to read or write. More importantly, situations change quickly and constantly <strong>in</strong> this digital age<br />

and if your plan is to play catch-up, chances are you will have a very hard time catch<strong>in</strong>g-up.<br />

Creative Class<br />

Shift<strong>in</strong>g gears a bit and more specific, we now focus on what is called the creative class strategy.<br />

This strategy boils down to the argument that development depends on novel comb<strong>in</strong>ations of<br />

knowledge and ideas (Florida 2014). Consider<strong>in</strong>g this, communities with a more “creative” labor<br />

force are more likely to be prosperous compared to communities with a more “traditional” labor<br />

force (Florida 2014). This strategy not only identifies creative occupations, it also <strong>in</strong>cludes<br />
