from economic (provides goods and services) to socialization (process through which the<br />

community transmits it knowledge, values and behavior patterns to its residents) to social control<br />

(process through which a group <strong>in</strong>fluences the behavior of its members to conform to its norms)<br />

to social participation (provide a venue through which residents can participate <strong>in</strong> their<br />

communities) to mutual support (provides help and support <strong>in</strong> times of need) (Warren 1987).<br />

These functions are not carried out <strong>in</strong> a vacuum, they rely on <strong>in</strong>stitutions – def<strong>in</strong>ed as rules,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>formal norms, and organizations that coord<strong>in</strong>ate human behavior (Angl<strong>in</strong> 2011).<br />

Institutions <strong>in</strong> a community vary by presence and strength and <strong>in</strong>clude family, economic,<br />

education, political/government, faith-based/religious, and associations. For example, some<br />

communities may have stronger political <strong>in</strong>stitutions and weaker education-related <strong>in</strong>stitutions.<br />

This <strong>in</strong>stitutional diversity affects l<strong>in</strong>kages, horizontal and vertical, <strong>in</strong> the community. Horizontal<br />

<strong>in</strong>tegration refers to l<strong>in</strong>kages between local <strong>in</strong>stitutions while vertical <strong>in</strong>tegration refers to<br />

l<strong>in</strong>kages between local <strong>in</strong>stitutions and external (state, regional, or federal) resources. The catch<br />

here is that focus<strong>in</strong>g only on vertical <strong>in</strong>tegration can compromise community autonomy – rely<strong>in</strong>g<br />

almost solely on external organizations to move the community forward. A more balanced<br />

approach uses horizontal <strong>in</strong>tegration to identify community priorities and issues and then secure<br />

external resources and expertise tapp<strong>in</strong>g on vertical l<strong>in</strong>kages.<br />

In summary, l<strong>in</strong>kages are the capacity of communities to carry out functions that depend on the<br />

nature and strength of <strong>in</strong>stitutions (Rob<strong>in</strong>son and Green 2010). With these key concepts<br />

understood and the relationship between them the question becomes: what is community<br />

development? Though multiple def<strong>in</strong>itions exist, a good community development def<strong>in</strong>ition is:<br />

“Group of people <strong>in</strong> a locality <strong>in</strong>itiat<strong>in</strong>g a social action process – i.e. planned<br />

<strong>in</strong>tervention – to change their economic social, cultural, and/or environmental<br />

situation.” (Christenson and Rob<strong>in</strong>son 1989) p. 14<br />

If you have a hard time remember<strong>in</strong>g such a long def<strong>in</strong>ition remember these key words: people,<br />

locality, planned, change, and situation. Community development is all about people plann<strong>in</strong>g to<br />

change a specific situation <strong>in</strong> their communities. To identify situations, plan, and deploy<br />

resources and programs to address the issues results <strong>in</strong> multiple players rang<strong>in</strong>g from local<br />

residents and leaders to private foundations to government to community development<br />

corporations.<br />

COMMUNITY DEVELOPMENT VS. ECONOMIC DEVELOPMENT<br />

Now that key concepts have been discussed and community development has been def<strong>in</strong>ed, we<br />

need to understand what economic development is. Though there is no s<strong>in</strong>gle def<strong>in</strong>ition that can<br />

<strong>in</strong>corporate the full concept, the follow<strong>in</strong>g can be used:<br />

“Economic development is a process that <strong>in</strong>fluences growth and restructur<strong>in</strong>g of an<br />

economy to enhance the economic well-be<strong>in</strong>g of a community” (International Economic<br />

Development Council n.d.) p. 3<br />
