projects, the system must be located <strong>in</strong> a rural area, must be technically feasible, and the<br />

applicant must own the system.<br />

The Bureau of Ocean Energy Management, Regulation and Enforcement offers the Coastal<br />

Impact Assistance Program (CIAP) for Construction. Funds are available only to the State of<br />

<strong>Mississippi</strong> and eligible Coastal Counties with<strong>in</strong> <strong>Mississippi</strong>. The CIAP aims to mitigate the<br />

impacts of Outer Cont<strong>in</strong>ental Shelf oil and gas activities (based upon allocation formulas<br />

prescribed by the Energy Policy Act). The purpose of the CIAP is to disburse fund<strong>in</strong>g ($1,000-<br />

$10MM) to eligible produc<strong>in</strong>g counties for the purpose of conservation, protection, or restoration<br />

of coastal areas <strong>in</strong>clud<strong>in</strong>g: wetlands, mitigation of damage to fish, wildlife, or natural resources,<br />

plann<strong>in</strong>g assistance and the adm<strong>in</strong>istrative costs of comply<strong>in</strong>g with these objectives,<br />

implementation of a federally-approved mar<strong>in</strong>e, coastal, or comprehensive conservation<br />

management plan, and mitigation of the impact of Outer Cont<strong>in</strong>ental Shelf activities through<br />

fund<strong>in</strong>g of onshore <strong>in</strong>frastructure projects and public service needs.<br />

Multimedia State and Tribal Assistance Grants (STAG)<br />

EPA provides grants to states, local governments, Tribes, and others through the STAG program.<br />

To strengthen the EPA's compliance assurance efforts and build relationships with states and<br />

tribes, the EPA provides these grants to enhance the capacity of the recipients to carry out<br />

compliance assurance activities with<strong>in</strong> their respective jurisdictions. S<strong>in</strong>ce 1999, the EPA has<br />

selected 124 proposals for fund<strong>in</strong>g mak<strong>in</strong>g over $19MM available to 53 different states, tribes,<br />

universities, or organizations. These projects have addressed data quality, public access, Tribal<br />

and state <strong>in</strong>spector tra<strong>in</strong><strong>in</strong>g, program plann<strong>in</strong>g and performance measurement, data management,<br />

outcomes measurement, and environmental enforcement tra<strong>in</strong><strong>in</strong>g.<br />

The projects selected cover a wide range of activities that have and will cont<strong>in</strong>ue to enable states<br />

to demonstrate compliance assurance and enforcement outcomes from their activities, while<br />

serv<strong>in</strong>g as models for other states. These capacity-build<strong>in</strong>g activities <strong>in</strong>clude tra<strong>in</strong><strong>in</strong>g, studies,<br />

surveys, and <strong>in</strong>vestigations. Grant funds are available to regulatory partners to strengthen their<br />

ability to address environmental and public health threats, while further<strong>in</strong>g the art and science of<br />

environmental compliance.<br />
