• A full environmental assessment, <strong>in</strong>clud<strong>in</strong>g sampl<strong>in</strong>g activities to identify the types and<br />

concentrations of contam<strong>in</strong>ants and the areas of contam<strong>in</strong>ation to be remediated; and<br />

• Establishment of cleanup options (Corrective Action Plan) and cost estimates based on<br />

future uses and redevelopment plans.<br />

Local Governments Capital Improvements Revolv<strong>in</strong>g Loan Program<br />

Additionally, local governments are eligible under the <strong>Mississippi</strong> Development Authority<br />

(MDA) to access the Local Government Capital Improvements Revolv<strong>in</strong>g Loan Program to help<br />

f<strong>in</strong>ance the remediation of brownfield agreement sites. MDA designed the program to make<br />

loans to counties or municipalities to f<strong>in</strong>ance capital improvements <strong>in</strong> <strong>Mississippi</strong>. Applicants are<br />

encouraged to use these loans <strong>in</strong> connection with state and federal programs. To apply for this<br />

program, the local government should contact MDA for additional program <strong>in</strong>formation. Code, §<br />

57-1-301.<br />

Environmental Protection Agency Programs<br />

There are several channels for brownfield redevelopment offered through the EPA. These<br />

opportunities <strong>in</strong>clude assessment grants, revolv<strong>in</strong>g loans, cleanup grants, environmental<br />

workforce development and job tra<strong>in</strong><strong>in</strong>g grants, and targeted brownfields assessments.<br />

Brownfield Assessment Grant<br />

An EPA Brownfield Assessment Grant provides fund<strong>in</strong>g to <strong>in</strong>ventory, characterize, assess, and<br />

conduct plann<strong>in</strong>g and community <strong>in</strong>volvement related to brownfield sites. An eligible entity may<br />

apply for up to $200,000 to assess a site contam<strong>in</strong>ated by hazardous substances, pollutants, or<br />

contam<strong>in</strong>ants (<strong>in</strong>clud<strong>in</strong>g hazardous substances co-m<strong>in</strong>gled with petroleum) and up to $200,000 to<br />

address a site contam<strong>in</strong>ated by petroleum. Applicants may seek a waiver of the $200,000 limit<br />

and request up to $350,000 for a site contam<strong>in</strong>ated by hazardous substances, pollutants, or<br />

contam<strong>in</strong>ants and up to $350,000 to assess a site contam<strong>in</strong>ated by petroleum. The EPA bases<br />

these waivers on the anticipated level of hazardous substances, pollutants, or contam<strong>in</strong>ants<br />

(<strong>in</strong>clud<strong>in</strong>g hazardous substances co-m<strong>in</strong>gled with petroleum) at a s<strong>in</strong>gle site. A coalition of three<br />

or more eligible applicants can submit one grant proposal under the name of one of the coalition<br />

members for up to $1,000,000. The performance period for these grants is three years and all<br />

local governments are eligible.<br />

Area Wide Brownfield Plann<strong>in</strong>g Program Grant<br />

Brownfields area-wide plann<strong>in</strong>g (BF AWP) is a grant program which provides fund<strong>in</strong>g to<br />

conduct activities that will enable the recipient to develop an area-wide plan (<strong>in</strong>clud<strong>in</strong>g plan<br />

implementation strategies) for assess<strong>in</strong>g, clean<strong>in</strong>g up and reus<strong>in</strong>g catalyst/high priority<br />

brownfield sites. Fund<strong>in</strong>g is directed to a specific project area, such as a neighborhood,<br />

downtown district, local commercial corridor, old <strong>in</strong>dustrial corridor, community waterfront or<br />

city block, affected by a s<strong>in</strong>gle large or multiple brownfield sites. EPA currently offers the BF<br />

AWP grant fund<strong>in</strong>g opportunity every other year, as fund<strong>in</strong>g is available. Most recently, EPA<br />

solicited proposals for the FY15 BF AWP fund<strong>in</strong>g opportunity, and anticipates mak<strong>in</strong>g the grant<br />
