COMMISSION ON JUDICIAL PERFORMANCE<br />

This agency was created <strong>in</strong> 1979, and it regulates the conduct of judges by enforc<strong>in</strong>g law and<br />

ethical canons applicable to them. It receives compla<strong>in</strong>ts, conducts hear<strong>in</strong>gs, and forwards<br />

recommendations concern<strong>in</strong>g judges to the Supreme Court.<br />

MISSISSIPPI JUDICIAL COLLEGE<br />

This agency is charged with the tra<strong>in</strong><strong>in</strong>g of all court clerks and their deputies, adm<strong>in</strong>istrators, all<br />

judges and others. Tra<strong>in</strong><strong>in</strong>g is mandated for these officials, and the cost is usually borne by the<br />

local governments or the court <strong>in</strong>volved. Tra<strong>in</strong><strong>in</strong>g generally assists <strong>in</strong> elim<strong>in</strong>at<strong>in</strong>g mistakes and<br />

errors, and local officials are encouraged to be cooperative and supportive.<br />

CONFERENCE OF MISSISSIPPI JUDGES<br />

This organization is composed of judges from the County, Chancery, Circuit, and Court of<br />

Appeals, as well as the Supreme Court Justices. Chaired by the Chief Justice, this group<br />

traditionally meets twice a year for cont<strong>in</strong>u<strong>in</strong>g education and discussion of issues and<br />

adm<strong>in</strong>istrative matters.<br />

OTHER<br />

The State Law Library <strong>in</strong> Jackson provides law library services to all courts and state officials. It<br />

also provides services to the general public.<br />

The <strong>Mississippi</strong> Bar is an organization all practic<strong>in</strong>g attorneys are required to jo<strong>in</strong> and rema<strong>in</strong> a<br />

member. The Bar provides services for its members and the general public, <strong>in</strong>clud<strong>in</strong>g the<br />

handl<strong>in</strong>g of compla<strong>in</strong>ts aga<strong>in</strong>st attorneys.<br />

The Board of Bar admissions has members appo<strong>in</strong>ted by the Supreme Court. Its mission is to<br />

govern admissibility of attorneys <strong>in</strong>to law practice <strong>in</strong> <strong>Mississippi</strong>. Bar exam<strong>in</strong>ation are conducted<br />

twice a year.<br />

CONCLUSION<br />

This short summary of the court system <strong>in</strong> <strong>Mississippi</strong> is not <strong>in</strong>tended to be exhaustive, but is<br />

written for the lay person <strong>in</strong>volved <strong>in</strong> local government and the general public. While all courts<br />

appear to be baffl<strong>in</strong>g (and often are), study and understand<strong>in</strong>g reveals that the judicial branch <strong>in</strong><br />

<strong>Mississippi</strong> had made remarkable progress <strong>in</strong> recent years. By and large, litigants receive an<br />

excellent quality of justice and, if they do not so feel, there are avenues for them to pursue.<br />

Courts are often criticized, as are the other two branches of government, but the <strong>Mississippi</strong><br />

system operates well and much better than it has <strong>in</strong> many years. It has been observed that the<br />

judicial branch of government is the weakest, most misunderstood, and least studied branch of<br />

government. It is further believed by many that litigation (and the court system) is too complex,<br />

lengthy, and costly to perform well <strong>in</strong> any case. Whether these statements are true or not depends<br />
