Purchases of <strong>in</strong>formation technology products made under the provisions of purchase<br />

agreements, contracts or maximum price regulations executed or approved by the State<br />

Department of Information Technology Services (ITS) and designated for use by<br />

govern<strong>in</strong>g authorities;<br />

Energy efficiency services and equipment acquired on a shared-sav<strong>in</strong>gs, lease or leasepurchase<br />

basis pursuant to Code, § 31-7-14;<br />

Purchases by libraries or for libraries of books and periodicals; processed film, video<br />

cassette tapes, filmstrips and slides; recorded audio tapes, cassettes and diskettes; and any<br />

such items as would be used for teach<strong>in</strong>g research or other <strong>in</strong>formation distribution;<br />

however, equipment such as projectors, recorders, audio or video equipment, and monitor<br />

televisions are not exempt;<br />

Purchases of ballots pr<strong>in</strong>ted pursuant to Code, § 23-15-351;<br />

Purchases of any item manufactured, processed, grown or produced from the state’s<br />

prison <strong>in</strong>dustries;<br />

Purchases of surveillance equipment or any other high-tech equipment for use <strong>in</strong> undercover<br />

operations; however, requirements established by State Department of F<strong>in</strong>ance and<br />

Adm<strong>in</strong>istration must be followed;<br />

Purchases of commodities made by school districts from vendors with which any levy<strong>in</strong>g<br />

authority of the school district has contracted through competitive bidd<strong>in</strong>g procedures;<br />

Contracts for garbage, solid waste or sewage collection or disposal; however, such<br />

contracts over Fifty Thousand Dollars ($50,000) require advertis<strong>in</strong>g for proposals [Code,<br />

§ 31-7-13(r)];<br />

Purchases of any item manufactured, processed or produced by the <strong>Mississippi</strong> Industries<br />

for the Bl<strong>in</strong>d;<br />

Leases by hospitals of equipment or services if the leases are <strong>in</strong> compliance with<br />

Code, § 31-7-13(l)(ii); and,<br />

Purchases made by certified purchas<strong>in</strong>g offices under cooperative purchas<strong>in</strong>g agreements<br />

previously approved by the State Office of Purchas<strong>in</strong>g and Travel and established by or<br />

for the county government.<br />

Term Purchase Contracts – Cod,e § 31-7-13(n)<br />

A county may enter <strong>in</strong>to agreements for the purchase of commodities, equipment and public<br />

construction (<strong>in</strong>clud<strong>in</strong>g, but not limited to, repair and ma<strong>in</strong>tenance), may be let for periods of not<br />

more than sixty (60) months <strong>in</strong> advance, subject to applicable statutory provisions prohibit<strong>in</strong>g the<br />

lett<strong>in</strong>g of contracts dur<strong>in</strong>g specified periods near the end of terms of office. Term contracts for a<br />

period exceed<strong>in</strong>g twenty-four (24) months shall also be subject to ratification or cancellation by<br />
