average. As a matter of fact, according to a recent report<br />

from the EU Commission, Montenegro is regarded<br />

as one of the most advanced EU membership<br />

candidates in the Western Balkans. Since it has started<br />

membership negotiations in 2<strong>01</strong>2, 26 chapters of<br />

negotiations have be opened and two of them already<br />

been provisionally closed, meaning they are basically<br />

agreed on. But the report also states that further<br />

efforts are still required, mainly aiming at the ”depolitisation<br />

of public services“ and to achieve<br />

Western standards in regard to the fight against corruption,<br />

organised crime and freedom of press, the<br />

EU says. Also the growing rates of souvereign debt<br />

and unemployment raises concerns in Brussels.<br />

Both of these two <strong>issue</strong>s have to been seen in connection<br />

to one of Montenegro‘s biggest infrastructure<br />

projects – the construction of a highway from<br />

the Adriatic harbour of Bar to Boljare at the Serbian<br />

border. Its route stretches over some 170 kilometers,<br />

crossing mountainous terrain, with some 50 tunnels<br />

and over 100 bridges. At costs of projected 800 million<br />

Euro it amounts for roughly a fifth of national<br />

GDP and is boosting the debt level which already<br />

resulted into a downgrading by the rating agency<br />

Standard & Poors. On the other hand, a big project<br />

like this should have extremely positive employment<br />

effects and attract additional investments like from<br />

the Chinese Exim Bank which is supposed to credit a<br />

huge part of the highway construction costs.<br />

In the meanwhile, Montenegro is trying not to get<br />

involved into the many unsolved problems obstacling<br />

the development in the Western Balkans. At<br />

least three of its four neighbouring countries – Bosnia<br />

and Herzegowina and Serbia and Kosovo – are<br />

still burdened by internal instability or boiling conflicts<br />

with each other. That is part of the reason,<br />

Montenegro also is seeking Nato membership which<br />

actually has already been granted but not yet ratified.<br />

Says Ambassador Milić: ”For us the Nato membership<br />

is the guarantee for peace and security in the region,<br />

since its umbrella is going from Portugal to Cyprus,<br />

and the only part of the Mediterranean coast<br />

not under it is Montenegro.“<br />
