distribution); and, water reclamation and reuse. Mitigation must show that withdrawal will not impair<br />
senior water rights, including instream flows. Mitigation strategie s may include: purchasing and<br />
retiring an active water right; pumping water into the stream from a location that will not impact<br />
senior water rights and instream flows; water conservation; returning stored water to the stream in the<br />
summer; and, establishing a water trust or banking / leasing system.<br />
If instream flow studies indicate that there is no water available for further appropriation, then the<br />
Planning Unit agrees that more detailed water availability studies and/or a mitigation framework<br />
would be needed in order to support future water appropriation.<br />
