• WP 5 – Construct and operate water reclamation and reuse facilities (reclamation plants and<br />
day use areas) to provide water for beneficial uses.<br />
• WP 7 – Request <strong>Ecology</strong> to transfer existing water rights for out-<strong>of</strong>-stream beneficial uses<br />
acquired through purchase, lease, voluntary methods, or condemnation to other out-<strong>of</strong>-stream<br />
beneficial uses.<br />
• WP 8 – Request <strong>Ecology</strong> to transfer existing water rights for out-<strong>of</strong>-stream beneficial uses<br />
acquired through purchase, lease, voluntary methods, or condemnation to instream beneficial<br />
uses through the state’s Trust Water Right Program.<br />
Instream Flow<br />
• WP 26 – Request <strong>Ecology</strong> to set instream flows by administrative rule (in the <strong>Washington</strong><br />
Administrative Code).<br />
Water Quality<br />
Habitat<br />
• WP 33 – Request conservation districts or irrigation districts to assist in achieving reductions<br />
in non-point pollution and/or to implement Total Maximum Daily Loads established for<br />
specific federal 303(d) listed water bodies.<br />
• WP 35 – Request local governments and state agencies to continue to implement or more<br />
fully implement existing water quality plans, including plans developed under Chapter 400-<br />
12 WAC.<br />
• WP 36 – Develop and implement a water quality public education program intended to<br />
prevent or reduce non-point pollution with focus on pollution sources associated with an<br />
urban setting, or with focus on pollution sources associated with a rural setting.<br />
• WP 37 – Request local governments and <strong>Ecology</strong> to develop and operate water quality<br />
monitoring programs, including installation and maintenance <strong>of</strong> monitoring devices, to<br />
measure the extent <strong>of</strong> non-point pollution and/or measure the effectiveness <strong>of</strong> non-point<br />
pollution control measures.<br />
• WP 38 – Request local governments to modify Growth Management Act comprehensive<br />
plans and other land use plans to help reduce the potential for non-point pollution and/or to<br />
implement Total Maximum Daily Loads established for federal 303(d) listed water bodies.<br />
• WP 39 – Request local governments to amend shoreline master programs to help reduce the<br />
potential for non-point pollution and/or implement Total Maximum Daily Loads established<br />
for 303(d) listed water bodies.<br />
• WP 40 – Request local governments to modify local regulations such as critical areas<br />
ordinances, stormwater regulations, and on-site sewage regulations to help reduce the<br />
potential for non-point pollution and/or implement Total Maximum Daily Loads established<br />
for federal 303(d) listed water bodies.<br />
• WP 42 – Implement habitat improvement projects involving construction or placement <strong>of</strong><br />
instream structures, such as cross vanes, vortex weirs, large woody debris, fish screens, or<br />
side channels.<br />
