3.6 Economic Impacts and Community Involvement<br />
The issues related to economic impacts <strong>of</strong> this watershed plan and community involvement are<br />
defined by the following problem statements. The Revised Code <strong>of</strong> <strong>Washington</strong> (RCW) justifying<br />
inclusion <strong>of</strong> the issues within this plan are noted for each issue.<br />
EC-1a: There are ins ufficient resources to support implementation <strong>of</strong> all the actions in this<br />
plan. [RCW 90.82.010].<br />
EC-1b: There is a need to identify and inform local communities about resources to assist local<br />
communities in complying with water regulation. [RCW 90.82.010].<br />
EC-2: There is a need to ensure meaningful community input into water regulations. [RCW<br />
90.82.005; RCW 90.82.010; 90.82.030(1)].<br />
The following sections further develop these issues. Background information is included in Chapter<br />
4. A summary <strong>of</strong> the economic impact issues, actions and responsible parties is provided in Table 3-<br />
6.<br />
3.6.1 EC-1a<br />
Problem <strong>State</strong>ment: There are insufficient resources to support implementation <strong>of</strong> all the actions in<br />
this plan.<br />
Goal: To obtain resources in addition to the current <strong>Washington</strong> <strong>State</strong> Watershed Planning<br />
Implementation funding to support implementation <strong>of</strong> Plan actions.<br />
Statute Justification: RCW 90.82.010.<br />
Management Action(s):<br />
EC 1a-1 The Watershed Planning Implementing Body will employ a grant writer to help<br />
obtain additional funds for implementation <strong>of</strong> watershed planning recommendations.<br />
EC 1a-2 The Watershed Planning Unit recommends that the Legislature provide additional<br />
funds to be used in Phase IV <strong>of</strong> Watershed Planning to help finance proposed actions.<br />
EC 1a-3 The Watershed Planning Implementing Body will encourage local agencies and<br />
volunteer services to finance the 10% match required for use <strong>of</strong> implementation<br />
funds.<br />
EC 1a-4 The Watershed Planning Unit recommends that the Legislature modify Chapter 90.82<br />
RCW to make supplemental funds (available in Phase II for water quality, storage<br />
and instream flow) available in Phase IV implementation for water quality, storage<br />
and instream flow studies.<br />
