1.3 Mission and Objective<br />
The Mission <strong>of</strong> the Pend Oreille Planning Unit, as approved in the January 18, 2001 by-laws, is:<br />
<strong>WRIA</strong> <strong>62</strong> <strong>WMP</strong> <strong>032305</strong><br />
“To develop and implement a Watershed Plan addressing local concerns, wa tershed health<br />
and economic stability.”<br />
The Planning Unit’s objective for the Plan is to develop strategies that will balance competing<br />
demands for water, while at the same time addressing local concerns, preserving and enhancing the<br />
health <strong>of</strong> the watershed, and considering the economic stability <strong>of</strong> the watershed. Additional<br />
information on the Planning Unit and the by-laws is included in Chapter 2.<br />
1.4 Plan Structure<br />
This plan is intended for a number <strong>of</strong> audiences including: those who are reading the information for<br />
the first time; those who have been involved in the process from the start; and, those entities who will<br />
be implementing Plan actions. With this in mind, the core <strong>of</strong> this plan – the issues, actions and<br />
responsible parties - are presented at the front <strong>of</strong> the document with the supporting information in<br />
subsequent Chapters.<br />
The following summarizes the structure <strong>of</strong> this document:<br />
Executive Summary –The Executive Summary, along with Tables 3-1 through 3-7, provide a<br />
concise overview <strong>of</strong> this plan.<br />
Citize ns’ Summary - The intent <strong>of</strong> this section is to include, at the front <strong>of</strong> this plan, the voices and<br />
concerns <strong>of</strong> Watershed Planning Unit members who are also residents and/or landowners in <strong>WRIA</strong><br />
<strong>62</strong>.<br />
Chapter 1 introduces the Plan.<br />
Chapter 2 provides background information on the Watershed Planning Act and focuses on the<br />
watershed planning process in <strong>WRIA</strong> <strong>62</strong>.<br />
Chapter 3 is the core <strong>of</strong> the Plan and presents the issues, the proposed management actions and<br />
identifies the entities responsible for implementation <strong>of</strong> the actions.<br />
Chapter 4 describes the background and rationale for the issues and proposed actions. The purpose<br />
<strong>of</strong> this chapter is to clarify reasons why Planning Unit members feel these issues are important to the<br />
watershed. Important discussion points and technical information are also included to support issues<br />
and actions.<br />
Chapter 5 summarizes water related planning programs and processes that are relevant to the<br />
Watershed Planning process in <strong>WRIA</strong> <strong>62</strong>.
