GR&LU-2a: There is a need to identify and assess locations and associated management<br />
practices <strong>of</strong> livestock operations that utilize riparian areas.<br />
Management Action SEPA Analysis<br />
1. The Pend Oreille Conservation District will coordinate with local land<br />
management agencies, agricultural groups, landowners, etc., to<br />
identify individuals or groups that utilize riparian areas for livestock<br />
operations.<br />
2. The Watershed Planning Implementing Body will pursue funding to<br />
conduct research to identify and assess livestock management<br />
methods in riparian areas utilized for livestock operations.<br />
3. The Watershed Planning Implementing Body will support utilizing<br />
GIS to develop map layers which include livestock ownerships,<br />
locations and management methods within riparian areas.<br />
4. The Pend Oreille Conservation District and NRCS will prepare an<br />
action plan. All entities involved with grazing in riparian areas<br />
should be involved with development <strong>of</strong> this action plan.<br />

GR&LU-2b: There is a continued need for funding <strong>of</strong> education and program implementation<br />
related to livestock management in riparian areas.<br />
Management Action SEPA Analysis<br />
1. The Pend Oreille Conservation District and NRCS will develop and<br />
distribute outreach and educational materials.<br />
2. The Pend Oreille Conservation District and NRCS will promote and<br />
assist landowners in applying for cost-share programs such as the<br />
WDFW Landowner Incentive Program (LIP), NRCS Environmental<br />
Quality Incentive Program (EQUIP), NRCS Wildlife Habitat<br />
Incentive Program (WHIP), NRCS Wetland Reserve Program (WRP),<br />
USDA Sustainable Agriculture Research and Education (SARE)<br />
Program Producer Grant Program, USFWS Partners for Fish and<br />
Wildlife and Private Stewardship Grants, USDA Farm Service<br />
Administration Conservation Reserve Program (CRP), <strong>Ecology</strong>’s 319<br />
funds (for non-point source water quality issues), and other relevant<br />
cost share programs available for livestock management in riparian<br />
areas.<br />
3. The Pend Oreille Conservation District and NRCS will promote land<br />
management technical assistance programs such as the NRCS<br />
Conservation <strong>of</strong> Private Grazing Land Program and the Grazing<br />
Lands Conservation Initiative, as well as technical assistance through<br />
the USFWS, USFS, WDFW, KNRD, BLM and Pend Oreille<br />
Conservation District.<br />
4. The Pend Oreille Conservation District and NRCS will coordinate<br />
with the Pend Oreille Salmonid Recovery Team (Chapter 77.85<br />
