• Recommendations that call for enforcement <strong>of</strong> existing regulations or continuation <strong>of</strong> existing<br />

programs that have undergone SEPA review at the initiation <strong>of</strong> the regulation or program and<br />

would not require further review at this time. (Noted in the tables below as continue<br />

existing).<br />

• Recommended actions that involve review or revision <strong>of</strong> existing ordinances<br />

/policies/programs will go through a SEPA review process during adoption <strong>of</strong> the revised<br />

ordinance/policy/program, therefore these are not subject to individual SEPA alternative<br />

statements at this time. However, SEPA alternatives in the statewide programmatic<br />

Watershed Planning EIS may also apply to these recommended actions based on the<br />

anticipated revisions or changes to the existing ordinances/policies/programs. (Noted in the<br />

tables below as other SEPA).<br />

• Actions that require rule-making are not expected to comply with SEPA at this time, as they<br />

will undergo a separate SEPA review process lead by the <strong>State</strong> at the time that the rule is<br />

made. (Noted in the tables below as <strong>State</strong> SEPA).<br />

• For some actions, too little information is provided to make a SEPA judgment at this time<br />

because the action has not been fully developed. No foreseeable impacts are evident at this<br />

time. The action may undergo project or non-project level SEPA review at a later date or<br />

may be covered under statewide programmatic Watershed Planning EIS alternatives. (Noted<br />

in the tables below as early planning stages. Where relevant, Watershed Planning EIS<br />

alternatives may also be listed.)<br />

7.3.3 <strong>WRIA</strong> <strong>62</strong> Plan SEPA Compliance Tables<br />

Tables 7-1 through 7-7 in the text below list each action in the <strong>WRIA</strong> <strong>62</strong> Plan, along with the<br />

statewide programmatic Watershed Planning EIS alternative or other analysis criteria used to achieve<br />

non-project programmatic SEPA compliance. The tables include a SEPA analysis <strong>of</strong> the<br />

implementation actions presented in Chapter 6 <strong>of</strong> this plan (Table 7-7) as well as the actions to<br />

address the Planning Unit’s six issue categories. The tables are included within the text so that Pend<br />

Oreille County can use this Chapter <strong>of</strong> the Plan (Chapter 7) as supporting information to adopt the<br />

statewide programmatic Watershed Planning EIS and issue a determination <strong>of</strong> significance (DS) to<br />

meet its responsibility to prepare a SEPA compliant review <strong>of</strong> the Plan.<br />

In some cases, more than one Watershed Planning alternative or a combination <strong>of</strong> qualifications and<br />

assumptions and alternatives are consistent with one action. Where combinations <strong>of</strong> alternatives<br />

and/or qualifications or assumptions are used, evidence for SEPA compliance is more robust. In a<br />

few cases, the alternatives in the statewide programmatic Watershed Planning EIS are more detailed<br />

or more fully developed than actions in the <strong>WRIA</strong> <strong>62</strong> Plan. Consistencies drawn between these more<br />

fully developed statewide programmatic Watershed Planning EIS alternatives and Plan actions may<br />

be helpful in achieving non-programmatic SEPA coverage for Plan actions when needed, as the<br />

statewide programmatic Watershed Planning EIS may again be adopted in future SEPA processes.<br />

These alternatives are noted in the tables below as (WP XX).
