<strong>WRIA</strong> <strong>62</strong> <strong>WMP</strong> <strong>032305</strong><br />
downloading the seven dataloggers at the stream gages that were installed in the<br />
Calispell, Davis, Skookum and Kent sub-basins during the Phase II assessment.<br />
Problem <strong>State</strong>ment: There is a need to ensure that the Watershed Planning Implementing Body is<br />
involved in instream flow studies, study recommendations and any instream flow rule -making in<br />
<strong>WRIA</strong> <strong>62</strong>.<br />
Goal: To ensure that the Watershed Planning Implementing Body is involved in any processes in<br />
<strong>WRIA</strong> <strong>62</strong> to conduct minimum instream flow studies and that the Watershed Planning Implementing<br />
Body is involved in recommendations and rule-making resulting from minimum instream flow<br />
studies in <strong>WRIA</strong> <strong>62</strong>.<br />
Note: The Watershed Planning Unit agreed by consensus to address instream flow setting in the<br />
five sub-basins anticipated to experience the greatest population growth (i.e. the Calispell, Davis,<br />
Skookum, Kent and McCloud sub-basins) as a priority before considering other sub-basins in<br />
<strong>WRIA</strong> <strong>62</strong>.<br />

Management Action(s):<br />
QUANT2b-1 Obligate <strong>Ecology</strong> and WDFW to provide technical assistance to the<br />
Implementing Body during Phase IV <strong>of</strong> Watershed Planning to complete Step A<br />
(Scope <strong>of</strong> Work), Step B (Instream Flow Assessment - field work, analysis and<br />
reporting) and Step C (Negotiation <strong>of</strong> instream flows in a collaborative manner)<br />
for instream flows in <strong>WRIA</strong> <strong>62</strong> (following the collaborative manner described in<br />
RCW 90.82.080).<br />
Note:<br />
<strong>Ecology</strong> will not be obligated to provide technical assistance that involves<br />
actual field work, analysis or reporting. <strong>Ecology</strong> does agree to be obligated to<br />
provide technical assistance with the review <strong>of</strong> documents (scopes <strong>of</strong> work,<br />
analyses, reports etc.) as well as to collaborate with the Implementing Body<br />
during the negotiation <strong>of</strong> flow recommendations. <strong>Ecology</strong> also clarified that it<br />
cannot take on the obligation to involve the <strong>WRIA</strong> <strong>62</strong> planning entity in<br />
instream flow studies that may occur after Phase IV Imple mentation. It will be<br />
the responsibility <strong>of</strong> the Watershed Planning Implementing Body to make<br />
recommendations to <strong>Ecology</strong> at the end <strong>of</strong> the Phase IV if this situation is<br />
anticipated.<br />
WDFW agree to be obligated to provide technical assistance to the Watershed<br />
Planning Implementing Body for Steps A, B and C as priorities, funding and<br />
staff resources allow.
