5.1.4 Kalispel Natural Resources <strong>Department</strong> (KNRD) Fish and Wildlife Management Plan<br />
The Kalispel Tribe's Fish and Wildlife Management Plan has provided guiding principles to the<br />
Kalispel Tribe's Natural Resources <strong>Department</strong> (KNRD) since 1997. The KNRD Fish and Wildlife<br />
Management Plan (KNRD, 1997) outlines the mission, goals, and objectives for sound resource<br />
management on and in the lands transferred to reservation status pursuant to Executive Order dated<br />
March 23, 1914. The 1997 plan focuses on a pragmatic watershed approach to natural resource<br />
management. It directs the KNRD toward "the enhancement and management <strong>of</strong> native, locally<br />
adapted biota” and also calls for “the management <strong>of</strong> introduced biota where native enhancement and<br />
management are not feasible." The KNRD expects an updated version <strong>of</strong> the 1997 plan to be<br />
presented to the Tribal Council for approval during 2005. The updated plan will likely be<br />
conceptually similar to the 1997 plan but will account for changes in law and policy that have<br />
occurred since the adoption <strong>of</strong> the 1997 plan.<br />
Tribal biologists, as directed by the plan, are involved in numerous forums charged with development<br />
and implementation <strong>of</strong> environmental and natural resources policy and management. These efforts<br />
take place on and near the Kalispel Indian Reservation first and foremost but extend throughout<br />
Kalispel Ceded Lands. Kalispel tribal biologists are involved in a variety <strong>of</strong> forums addressing fish<br />
and fish habitat management, water resources development and protection, land use, and cultural<br />
resources management and protection. Priority, however, is <strong>of</strong>ten given to leveraged funds resulting<br />
in implementation and restoration projects.<br />
5.1.5 Colville National Forest Management Plan<br />
The Colville National Forest is currently managed under the 1988 Colville National Forest Land and<br />
Resource Management Plan (USFS, 1988). The goal <strong>of</strong> the Plan is to provide a management program<br />
reflective <strong>of</strong> a mixture <strong>of</strong> management activities that allow use and protection <strong>of</strong> National Forest<br />
resources; fulfill legislative requirements; and address local, regional, and national issues and<br />
concerns. The overall goal <strong>of</strong> this plan is to provide a strategy or framework for quality management<br />
<strong>of</strong> the Colville National Forest that is responsive to the needs <strong>of</strong> the public and which provides for the<br />
maximum public net benefit within the context <strong>of</strong> multiple uses.<br />
In 2003, a team from the US Forest Service began working on updated forest plans for the Colville,<br />
Okanogan, and Wenatchee National Forests. The updated plans will incorporate elements <strong>of</strong> the<br />
Northwest Forest Plan into the local forest plans, and will also incorporate data, science, and goals <strong>of</strong><br />
the Interior Columbia Basin Ecosystem Management Report. The updated Colville National Forest<br />

5.1.6 Idaho Panhandle National Forest Management Plan<br />
The Idaho Panhandle National Forest is currently managed according to the 1987 Idaho Panhandle<br />
National Forest Land and Resource Management Plan (Forest Plan). This plan guides all natural<br />
resource management activities in and establishes management strategies for the Forest. It describes<br />
management practices, levels <strong>of</strong> resource production and management, and availability and suitability<br />
<strong>of</strong> lands for resource management.<br />
The Idaho Panhandle Forest Plan is currently undergoing revision with the Kootenai National Forest<br />
