6.0 IMPLEMENTATION<br />
The purpose <strong>of</strong> this chapter is to provide a framework for implementation <strong>of</strong> the <strong>WRIA</strong> <strong>62</strong> Watershed<br />
Management Plan that meets the requirement <strong>of</strong> the Watershed Planning Act and that addresses issues<br />
associated with implementation as defined by the Planning Unit.<br />
6.1 Watershed Planning Implementation Requirements<br />
Implementation <strong>of</strong> the Watershed Management Plan occurs within Phase IV <strong>of</strong> the Watershed<br />
Planning process. Following approval <strong>of</strong> the Watershed Management Plan, the Watershed Planning<br />
Implementing Body can apply for Phase IV implementation funding. The Watershed Planning<br />
Implementing Body must complete and submit a detailed Implementation Plan to <strong>Ecology</strong> within one<br />
year <strong>of</strong> accepting implementation grant funding in order to receive grants for the second and all<br />
subsequent years <strong>of</strong> implementation grant funding. In accordance with RCW 90.82.043 (Appendix<br />
C1), the implementation plan must include:<br />
<strong>WRIA</strong> <strong>62</strong> <strong>WMP</strong> <strong>032305</strong><br />
• A description <strong>of</strong> coordination and oversight responsibilities;<br />
• Identification <strong>of</strong> any agreements, rules or ordinances needed to implement actions;<br />
• Identification <strong>of</strong> state or local approvals and permits needed to implement actions;<br />
• A description <strong>of</strong> how the actions to be implemented will be funded;<br />
• Strategies to provide water for instream flows, agriculture and commercial, industrial and<br />
residential water use along with timelines to achieve these strategies and interim<br />
milestones to measure progress;<br />
• An effort to consult with other entities planning within <strong>WRIA</strong> <strong>62</strong> in order to eliminate<br />
any activities or policies that are duplicative or inconsistent; and,<br />
• An accounting <strong>of</strong> inchoate (unused) municipal water rights and how they will be used to<br />
meet future water supply demand.<br />
6.2 Implementation Issues and Recommended Actions<br />
The following implementation problem statements, goal and management actions were identified by<br />
the <strong>WRIA</strong> <strong>62</strong> Planning Unit during Phase III <strong>of</strong> Watershed Planning. This chapter <strong>of</strong> the Plan<br />
(Chapter 6) fulfils the goal and objective to develop an implementation guideline for the Plan. Table<br />
3-7 summarizes the implementation issues, actions and responsible parties.<br />
1. Management entities, roles and action plans are not coordinated.<br />
2. Education needs to support watershed management objectives are unknown.<br />
3. Funding opportunities to support watershed management objectives are unknown.<br />
4. There is no formal mechanism to modify and update the Phase III Plan.<br />
5. The Legislature currently prohibits spending <strong>of</strong> supplemental assessment funds during<br />
implementation.<br />
Goal: To develop guidelines for implementation <strong>of</strong> the <strong>WRIA</strong> <strong>62</strong> Watershed Management Plan.
