Implementation problem statements:<br />
1. Management entities, roles and action plans are not coordinated.<br />

Management Action SEPA Analysis<br />
1. Designate a locally based Implementing Body to coordinate<br />
implementation <strong>of</strong> the watershed management plan consistent with<br />
Chapter 90.82 RCW.<br />
2. Prioritize educational needs, projects, policies and management<br />
strategies for funding and implementation.<br />
3. Continue to identify alternate funding sources (alternate to watershed<br />
planning funds).<br />
4. Request that the <strong>State</strong> Legislature allow Supplementa l Phase II<br />
Watershed Planning funds to be applied for and spent during Phase<br />

This chapter (Chapter 7) <strong>of</strong> the Pend Oreille River Watershed (<strong>WRIA</strong> <strong>62</strong>) Management Plan (Plan)<br />
provides documentation <strong>of</strong> compliance <strong>of</strong> the <strong>WRIA</strong> <strong>62</strong> Plan with statewide programmatic SEPA<br />
requirements. This chapter (Chapter 7) is to be attached to the Determination <strong>of</strong> Significance filed for<br />
the Plan adoption action by Pend Oreille County and provides local information relevant to the <strong>WRIA</strong><br />
<strong>62</strong> Plan that is not explicitly included in the statewide programmatic Watershed Planning EIS<br />
(<strong>Ecology</strong>, 2003d).
