The <strong>WRIA</strong> <strong>62</strong> Planning Unit recommends that the Implementing Body consider hiring a grant writer<br />

to assist with applying for these potentially available funds.<br />

6.8 Plan Obligations<br />

According to the Watershed Planning Act, <strong>Washington</strong> <strong>State</strong> and Pend Oreille County are obligated<br />

to implement plan actions for those actions that the entities have agreed to be obligated to. Other<br />

planning participants may also agree to be obligated as per RCW 90.82.130(3)(c).<br />

The following summarizes the various types <strong>of</strong> Plan obligations (as per RCW 90.82.130(3)):<br />

• <strong>State</strong> agencies must adopt by rule the obligations <strong>of</strong> both <strong>State</strong> and county governments (or, with<br />

consent <strong>of</strong> the Planning Unit, may adopt policies and procedure in lieu <strong>of</strong> rules).<br />

• <strong>State</strong> agencies must fulfill their obligations as soon as possible after Plan approval.<br />

• Counties that have not opted out <strong>of</strong> the planning process are to adopt any ordinances necessary<br />

for implementation <strong>of</strong> their agreed upon obligations per RCW 90.82.130(3)(b) and take other<br />

actions to fulfill obligations and recommendations as soon as possible after Plan approval.<br />

• Other participants (in accordance with RCW 90.82.130(3)(c)) that voluntarily accept an<br />

obligation must adopt policies, procedures, agreements, rules or ordinances as relevant to<br />

implement Plan actions and should annually review implementation needs with respect to budget<br />

and staffing.<br />

The Watershed Planning Unit recognizes that implementation is subject to budgetary constraints and<br />

that no entity is obligated to implement an action unless adequate funding is available to do so.<br />

Tables 3-1 through 3-7 list the agencies and groups responsible for implementation <strong>of</strong> each action<br />

recommended in this plan.<br />

6.9 Implementation Checklist<br />

The following checklist summarizes the initial implementation steps described in this Chapter. This<br />

checklist is intended to guide initial implementation activities and development <strong>of</strong> the detailed<br />

Implementation Plan. The actual steps taken during implementation will be determined by the<br />

Implementing Body.<br />

• Formalize structure <strong>of</strong> the Watershed Planning Implementing Body and establish a Memorandum<br />

<strong>of</strong> Agreement (MOA) and operational procedures specific to Plan implementation and<br />

amendment. Develop and sign cooperative agreements formalizing specific implementation<br />

responsibilities.<br />

• Complete a Detailed Implementation Plan in accordance with RCWs 90.82.043 and 048.<br />

• Prioritize actions for funding and implementation and identify permits and approvals needed to<br />

implement these actions.<br />

• Develop a mechanism to track the progress and effectiveness <strong>of</strong> each action implemented and for<br />

determining appropriate steps to take if the results are unsatisfactory or contrary to those<br />

expected. (Note that top tier issues WR-2, QUANT-2a, QUANT-2b include actions that are<br />

<strong>WRIA</strong> <strong>62</strong> <strong>WMP</strong> <strong>032305</strong>
