EC-1a: There are insufficient resources to support the implementation <strong>of</strong> all the actions in this<br />
plan.<br />
Management Action SEPA Analysis<br />
1. The Watershed Planning Implementing Body will employ a grant<br />
writer to help obtain additional funds for implementation <strong>of</strong><br />
watershed planning recommendations.<br />
2. The Watershed Planning Unit recommends that the Legislature<br />
provide additional funds to be used in Phase IV <strong>of</strong> Watershed<br />
Planning to help finance proposed actions.<br />
3. The Watershed Planning Implementing Body will encourage local<br />
agencies and volunteer services to finance the 10% match required for<br />
use <strong>of</strong> implementation funds.<br />
4. The Watershed Planning Unit recommends that the Legislature<br />
modify Chapter 90.82 RCW to make supplemental funds (available in<br />
Phase II for water quality, storage and instream flow) available in<br />
Phase IV implementation for water quality, storage and instream flow<br />
studies.<br />

EC-1b: There is a need to identify and inform local communities about resources to assist local<br />
communities in complying with water regulation.<br />
Management Action SEPA Analysis<br />
1. The Watershed Planning Implementing Body will identify or develop<br />
relevant water-related laws and regulations and will develop outreach<br />
materials and an outreach mechanism to educate members <strong>of</strong> the<br />
public on how to effectively comply with water-related laws and<br />
regulations.<br />
2. The Watershed planning Implementing Body will convene a subcommittee<br />
as needed to:<br />
a. Identify state rules that the <strong>WRIA</strong> <strong>62</strong> communities could be<br />
exempt from due to size and limited economic resources; and,<br />
b. Develop specific requests for the regulatory authorities to<br />
supply economic impact information for distribution to local<br />
communities.<br />
3. The Watershed Planning Unit encourages <strong>WRIA</strong> <strong>62</strong> agencies to use<br />
local resources where applicable.<br />
