Public outreach efforts, lead by the Pend Oreille Conservation District, have been ongoing since June,<br />
1999 and will continue until the Plan is adopted by the County legislative authorities. The public<br />
outreach plan is included as Appendix E.<br />
2.2.6 Obligations and Expectations<br />
As outlined in the Memorandum <strong>of</strong> Agreement signed by the <strong>WRIA</strong> <strong>62</strong> Initiating Governments<br />
(Appendix C2), the Planning Unit will submit the draft Watershed Management Plan to the Initiating<br />
Governments for approval. The Initiating Governments will have thirty (30) days to comment and<br />
return the Plan for amendment. After revisions have been made, the Planning Unit will re-submit the<br />
Plan to the Initiating Governments for final approval.<br />
In the MOA (Appendix C2), it states that “Government and regulatory agency participants shall<br />
provide specific written approval to the Initiating Governments <strong>of</strong> all Plan elements that create an<br />
obligation on the agency”. In the MOA, “obligation” means any required action which imposes fiscal<br />
impact, a redeployment <strong>of</strong> resources or a change in existing policy. “Governments” are those entities<br />
empowered with legislative or regulatory power by state or local statutes. At the January 2005<br />
Watershed Planning Unit meeting, the Planning Unit agreed that specific written approval to the<br />
Initiating Governments would not be necessary and that approval <strong>of</strong> this Watershed Management Plan<br />
constitutes acceptance by government and regulatory agency participants <strong>of</strong> the obligations within the<br />
Plan.<br />
In accordance with the bylaws (Appendix C3), the Planning Unit must approve the plan by consensus.<br />
Once key management actions are defined and the Planning Unit approves the Plan, it must be<br />
submitted to Pend Oreille County. The County legislative authorit y is then required to:<br />
• Provide public notice <strong>of</strong>, and conduct at least one public hearing on the plan; and;<br />
• Hold legislative session to either approve the plan or return it to the Planning Unit with<br />
suggested revisions.<br />
The entities responsible for the actions identified in this Watershed Management Plan are listed in<br />
Tables 3-1, 3-2, 3-3, 3-4, 3-5, 3-6 and 3-7, along with corresponding actions.<br />
