3.1 Water Quantity<br />

The water quantity issues addressed within this management plan are defined by the following<br />

problem statements. The Revised Code <strong>of</strong> <strong>Washington</strong> (RCW) justifying inclusion <strong>of</strong> the issues<br />

within this plan are noted for each issue.<br />

QUANT-1: There is a need to characterize groundwater resources and hydraulic continuity<br />

between groundwater and surface water at a local scale in areas where growth and water<br />

supply are a potential concern. [RCW 90.82.070(1)(b)&(f)].<br />

QUANT-2a: To effectively address competing water needs now and in the future, instream<br />

flow needs for the Pend Oreille River mainstem and the tributaries to the Pend Oreille River<br />

and Priest River Basin in <strong>WRIA</strong> <strong>62</strong> should be more fully understood in areas where water<br />

QUANT-2b: There is a need to ensure that the Watershed Planning Implementing Body is<br />

involved in instream flow studies, study recommendations and any instream flow rule -making<br />

QUANT-4: There is a need to promote water conservation, reclamation and reuse strategies in<br />

<strong>WRIA</strong> <strong>62</strong>. [RCW 90.82.010; RCW 90.82.040 Notes: Finding-Intent-2001 c237; RCW<br />

90.82.070(2)].<br />

The following sections further develop these water quantity issues. Background information is<br />

included in Chapter 4. A summary <strong>of</strong> the water quantity issues, actions and responsible parties is<br />

provided in Table 3-1.<br />

3.1.1 QUANT-1<br />

Problem <strong>State</strong>ment: There is a need to characterize groundwater resources and hydraulic continuity<br />

between groundwater and surface water at a local scale in areas where growth and water supply are a<br />

potential concern.<br />

Goal: To improve understanding <strong>of</strong> the groundwater resources and hydraulic continuity between<br />

groundwater and surface water at a local scale where needed in <strong>WRIA</strong> <strong>62</strong> to support water supply<br />

demand and population growth into the future.<br />

Statute Justification: RCW 90.82.070(1)(b)&(f).<br />

Management Action(s):<br />

QUANT 1-1 The Watershed Planning Implementing Body will explore the need to, and, if<br />

necessary, write grants or hire a grant writer. The objective <strong>of</strong> this action is to<br />

obtain funding to support technical studies to evaluate water resources and<br />

hydraulic continuity between surface water and groundwater at a local scale and<br />

in areas where growth and water supply are a potential concern. These areas<br />
