Strategy WQUAL 5-4 recommends that the Water Planning Implementing Body implement the water<br />
quality monitoring plan developed in the Phase II, Level 2 Technical Assessment (Golder, 2005).<br />
This plan was developed to address issues raised by the entities collecting water quality data in <strong>WRIA</strong><br />
<strong>62</strong> and issues raised in previous programs and reports.<br />
The recommended water quality monitoring actions listed in the Phase II, Level 2 Technical<br />
Assessment (Golder, 2005) are:<br />
1. Coordinate TMDL development and implementation in WA and ID.<br />
2. Conduct biological and baseline monitoring in sub-basins that drain into Idaho.<br />
3. Conduct temperature studies on the Pend Oreille River between Box Canyon and Canada.<br />
4. Develop water quality datasets that are comparable between <strong>WRIA</strong> <strong>62</strong> waterbodies.<br />
5. Conduct water quality monitoring in sub-basins where population growth is predicted.<br />
6. Develop and implement a stormwater monitoring program for urban areas (Metaline,<br />
Metaline Falls, Ione, Cusick and Newport).<br />
7. Upgrade <strong>Ecology</strong>’s Metaline Falls site to a Core Monitoring Location.<br />
8. Increase use <strong>of</strong> coordinated and comparable biological monitoring.<br />
9. Require use <strong>of</strong> water quality monitoring plans, QAPPs and comparable protocols<br />
10. Develop a <strong>WRIA</strong> <strong>62</strong> Data Management System.<br />
11. Install freeze protection on automated equipment in <strong>WRIA</strong> <strong>62</strong> tributaries.<br />
Justification for these recommendations are provided in Appendix F <strong>of</strong> the Phase II, Level 2 report<br />
(Golder, 2005). It is recommended that the Watershed Planning Implementing Body implement these<br />
recommendations contingent upon available funding and considering activities that have occurred<br />
since this work was completed.<br />
Strategy WQUAL 5-5 recommends that Pend Oreille County consider any ordinances that may help<br />
to reduce the impacts <strong>of</strong> population growth on water quality. These ordinances may include<br />
landscaping, stormwater, wetland and shoreline ordinances and could result in inclusion <strong>of</strong> wellhead<br />
protection areas in critical areas ordinance.<br />
