RCW) on education grants to educate private landowners on the<br />
benefits <strong>of</strong> livestock management in riparian areas and grants<br />
available to fund related projects.<br />
GR&LU-3: Road building and improper maintenance can negatively impact water quality and<br />
aquatic habitat.<br />
Management Action SEPA Analysis<br />
1. The Watershed Planning Implementing Body will support on-going<br />
and future programs and/or multiple entity projects on lands in <strong>WRIA</strong><br />
<strong>62</strong> to identify and address road maintenance problems. Supported<br />
strategies may include but are not limited to:<br />
• Identification <strong>of</strong> road segments near water supply wells that<br />
have the potential to impact the quality <strong>of</strong> water supplied by<br />
the wells;<br />
• Erosion control for existing and planned road segments;<br />
• Culvert replacement / improvements;<br />
• Relocating / removing / reconstructing road segments out <strong>of</strong><br />
riparian areas; and,<br />
• Education at all levels (public and government).<br />
Support may be in the form <strong>of</strong> watershed planning implementation<br />
funds, in-kind services and support <strong>of</strong> applications for funding from<br />
other entities. The Watershed Planning Implementing Body will<br />
assist the entity conducting the work to communicate information on<br />
problems areas to the appropriate agencies (e.g., Pend Oreille County,<br />
WDOT, <strong>Ecology</strong>, WDFW, WDOH and the Northeast Tri-County<br />
Health <strong>Department</strong>).<br />
2. Watershed planning Implementing Body will research and follow the<br />
pilot study that <strong>Ecology</strong> is working on with WDOT and WDFW,<br />
currently referred to as the Transportation Permit Efficiency and<br />
Accountability Committee (TPEAC). If this approach appears<br />
appropriate, work with <strong>Ecology</strong> to apply this process to <strong>State</strong> and<br />
County roads in <strong>WRIA</strong> <strong>62</strong>.<br />
3. The Watershed Planning Unit requests assistance and guidance as<br />
needed from technical agencies (<strong>Ecology</strong>, WDOT, DNR, WDFW,<br />
Pend Oreille County) to minimize impacts <strong>of</strong> road building and<br />
improper maintenance in <strong>WRIA</strong> <strong>62</strong>. This technical assistance may<br />
include but is not limited to: 1) public education; and 2) on-theground<br />
assistance as needed locally.<br />
4. The Watershed Planning Unit recommends that <strong>Ecology</strong> to provide<br />
additional on-the-ground support to ensure BMPs (for road building<br />
and maintenance) are being implemented in <strong>WRIA</strong> <strong>62</strong> for projects<br />
less than 5 acres (including use <strong>of</strong> BMPs for decontamination <strong>of</strong><br />
heavy equipment and use <strong>of</strong> clean fill to minimize invasion <strong>of</strong><br />
